CPTU Report
The activities required for introducing electronic tendering in four target agencies by the beginning of the new- year are now going on in full swing at the Central Procurement Technical Unit (CPTU) of Implementation Monitoring and Evaluation Division under the Ministry of Planning and in the selected target agencies.
Initially, including CPTU 17 procuring entities of four target agencies such as Roads and Highways Department (RHD), Local Government and Engineering Department (LGED), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB) will come under the electronic tendering system.
The CPTU is working to implement electronic Government Procurement (e-GP) under the Public Procurement Reform Project (PPRP-II) with financial assistance from the World Bank. The government has taken the initiative to make public procurement system more dynamic, strong and transparent.
GSS America Infotech of India, the lead consultant and e-Procurement Technologies Limited (ABCProcure) of India as the sub-consultant along with the nominated sub-consultant Dohatec New Media, and the Aviation Support Ltd of Bangladesh are implementing e-GP system in Bangladesh. E-tendering-- one of the core functionalities of the e-GP system-- will be going live in January, 2011.
Earlier, an agreement in this connection was signed in April at the Ministry of Planning with the international consultant. By the time the consultants have studied the Public Procurement Act 2006 and Public procurement Rules 2008, and other relevant documents. They also reviewed the requirements and capacity of the target agencies to operate under e-GP system. A workshop on finalizing the draft guidelines prepared by CPTU on e-GP was held on August 22. By December, it will be finalized.
After completing the System Requirement Study and System Design Document for first phase and second phase of the e-GP system, the consultants are developing the e-GP system. The CPTU is also coordinating with the banks on payment system under e-GP. The Central Data Center required for e-GP operation is at the final stage of its preparation at CPTU. Information and transactions on public procurement activities will be done by the entities through the e-GP system hosted in e-GP Central Data Center at CPTU.
With the experience of the piloting of e-tendering it will be rolled out to all other entities of the target agencies across country. Gradually, all other relevant components like procurement management information system (PROMIS), e-payment system, e-contract and workflow management system etc will be integrated into e-GP. |
