Title : Compliance with PPR in public procurement stressed
Description : The Financial Express October 17, 2010 Participants of three separate workshops on public procurement held in Tangail, Jamalpur and Sherpur districts have laid emphasis on the importance of compliance with the Public Procurement Rules (PPR) 2008 in public procurement activities. They said this is necessary for ensuring value for money and abiding by the law in procuring goods, works and services with the public funds. The workshops were held on Tuesday, Wednesday and Thursday in the three districts, according to a press release. Organised by the Central Procurement Technical Unit (CPTU) of the Implementation Monitoring and Evaluation Division under the Ministry of Planning, the advocacy workshops on public procurement titled Future Search Conference (FSC) were conducted by the Bangladesh Center for Communication programs (BCCP) and facilitated by the respective offices of the deputy commissioners in the districts. With the one-day workshops held in three districts, the CPTU has organized 16 such events and it will cover all 64 districts of the country under the Public Procurement Reform Project-II (PPRP-II) supported by the World Bank. About 50 participants representing the local administration, procuring entities, bidding community, media and civil society took part in the advocacy workshops with the deputy commissioner in the chair. Director of CPTU Md Altaf Hossain and Commmunication Consultant under PPRP-II Md Shafiul Alam were also present. Deputy Commissioner of Tangail M Bazlul Karim Chowdhury in his introductory remarks at the workshop as chief guest said those who are involved in the process of public procurement should know well the provisions of the PPR for ensuring value for money and abiding by the compulsion of the procurement law. The DC of Jamalpur Md Siraj Uddin Ahmed said if the officials and bidders involved in public procurement process do not know well the provisions of PPR, the quality of goods, works and services procured by the government cannot be ensured. He said those will also not be sustainable. The DC of Sherpur Md Nasiruzzaman said, "We should know the law and ensure its application in the process of public procurement, otherwise this will be a violation of law and the people will be deprived of quality services from the government". He said the members of the bidding community should also know it as they implement the government"s development projects across the country. Meher Afroze, Badal Halder and Abdus Salam of the BCCP conducted the workshops being held under the component 4 of the PPRP-II. The CPTU is implementing four components of the PPRP-II accommodating LGED, RHD, WDB and REB as the target agencies.
