Title : Workshop on draft e-GP guidelines
Description : August 23, 2010 Effective use of electronic government procurement (e-GP) enhances efficiency and transparency in the process of government purchase. It also reduces hassles of physical movement in dropping tenders and widens the scope for competition. Minister for Planning Air -Vice Marshal (rtd) AK Khandker made such observation while inaugurating a workshop on “Procurement: A way forward to e-GP (Finalization of e-GP Guidelines) organized by the Central Procurement Technical Unit (CPTU) of the Implementation Monitoring and Evaluation Division on Sunday. The minister was speaking as chief guest at the inaugural session of the workshop held at the NEC Conference Room on the Planning Commission Campus at Sher-e-Bangla Nagar. He said, “I believe well-articulated guidelines in keeping with the public procurement act, rules and relevant issues will help us establish a secure and trustworthy e-GP system.” The minister expressed the hope that e-tendering would be introduced in a select number of offices in four target agencies like LGED, REB, Water Board and RHD by the end of December this year. State Minister for Science, and Information & Communication Technology Architect Yeafesh Osman, and Country Director of World Bank, Bangladesh, Ellen Goldstein, were present at the inaugural session as special guests with Secretary of IME Division Md Abdul Malek in the chair. "It is well documented world-wide that weaknesses in public procurement have a cumulative negative effect on investment and economic growth" said Ellen Goldstein, Country Director of WB. This is why we underscore the importance of public procurement reform. Electronic procurement is an important way to increase the accessibility, security and efficiency of public contracting, which, in turn, accelerates implementation and enhances the effectiveness of priority development programs". The state minister said that the initiative to introduce e-tendering and then e-GP would be a step forward in government effort to digitalize the public services for more efficiency, transparency and accountability.
