On November 17, 2016, Md. Abul Kalam Azad, Principal Secretary to the Prime Minister, asked the Central Procurement Technical Unit (CPTU) of Implementation Monitoring and Evaluation Division, Ministry of Planning, to expedite implementation of electronic government procurement (e-GP) for full digitization of the process in line with a Cabinet decision.
The Principal Secretary gave the instruction at a review meeting held on the e-GP implementation progress in the Conference Room of the Prime Minister’s Office. The Cabinet had earlier decided to connect all procuring agencies with e-GP system by December 2016. The CPTU has been working in line with the government decision.
Secretary of IME Division Farid Uddin Ahmed Chowdhury, Suraiya Begum ndc, Secretary of Prime Minister’s Office, SM Ashraful Islam, Executive Director, Bangladesh Computer Council, Sushanta Kumar Saha, Additional Secretary, ICT Division, Kabir Bin Anwar, Director General (Admin), PMO, Dr Zafrul Islam, Lead Procurement Specialist, World Bank Bangladesh, senior officials of PMO, CPTU and other ministries were present in the e-GP progress review meeting.
Director General of CPTU and Additional Secretary Md Faruque Hossain made a presentation on the overall progress in implementation of e-GP. The DG, CPTU in his presentation mentioned that until November 15, 2016, a total of 651 out of 1233 procuring agencies joined the e-GP system. A total of 70,668 tenders worth Tk62,375 crore (TK623.75 billion) were invited through e-GP.
A wider capacity data centre will be commissioned this month while registration of the rest of the procuring agencies are also going on, the DG, CPTU mentioned. The Principal Secretary asked the CPTU to expedite the process and also enhance visibility campaign for digitization of public procurement.
The CPTU conducted 63 e-GP Awareness Workshops and meetings of Government-Contractors Forum (GCF) in 59 districts until November 15, 2016. Both the programmes will be held in all 64 districts of the country. A theme song which has been produced to promote e-GP was played in the meeting. A digital billboard to show case e-GP progress has also been installed near National Press Club in the city. The CPTU has produced an advertisement on e-GP which will be aired on television channels soon. |
