The Central Procurement Technical Unit (CPTU) of IME Division, Ministry of Planning, conducted a workshop at divisional level in Khulna on social accountability and citizen engagement in public procurement on February 11, 2016.
The BRAC Institute of Governance and Development (BIGD) facilitated the workshop at City Inn Hotel as the Social Accountability consultant under the Public Procurement Reform Project-II supported by World Bank and being implemented by the CPTU.
About 70 participants took part in the workshop and made recommendations about the need and ways for citizen engagement or third-party monitoring (TPM) of public procurement. The participants represented government procuring entities, tenderer community, civil society, media, local government institutions, academia and elected representatives of various tiers up to Parliament.
Director General of CPTU Md Faruque Hossain delivered the welcome address, Lead Procurement Specialist of World Bank Dr Zafrul Islam spoke as special guest and Divisional Commissioner of Khulna Abdus Samad spoke as chief guest with Nazmul Ahsan, Deputy Commissioner of Khulna, in the chair.
Khulna District Awami league President Harunur Rashid MP was present on the occasion. He elaborated on the necessity of openness, transparency and accountability in the delivery of public services.
Lead researcher of BIGD and team leader of Social Accountability component of PPRP-II made a presentation on a plan to pilot TPM in four upazillas of Rangpur and Sirajganj districts.
The participants were split into four groups. Each of the groups finalized their recommendations about TPM and presented those in the workshop. Some more similar workshops will be held at divisional level culminating into a national workshop in Dhaka.
The BIGD is also facilitating meetings of Public-Private Stakeholders Committee (PPSC) on public procurement led by the Minister for Planning. |
