Title : BPPA enhancing stakeholders’ capacity on PPR, 2025

The Government has made electronic Government Procurement (e-GP) mandatory through the enactment of the Public Procurement Rules, 2025 (PPR 2025). Consequently, there is an increased need for training on the new rules in order to disseminate the updated provisions and enable concerned stakeholders to conduct procurement processes in full compliance with the rules.

With this objective, the Bangladesh Public Procurement Authority (BPPA) has been arranging training programmes for procuring entities and tenderers.

Mr. S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the BPPA, said this while attending a workshop on the Public Procurement Rules, 2025 and electronic Government Procurement (e-GP) as the Chief Guest in Jashore on 4 December 2025.

Deputy Commissioner and District Magistrate of Jashore, Mohammad Ashek Hasan, presided over the session. BPPA Director Afroza Parvin delivered a presentation on PPR 2025, highlighting various new and amended rules and schedules. More than 40 tenderers and procuring entities from Jashore participated in the session.

The workshop was organized by the Bangladesh Public Procurement Authority (BPPA) at the conference room of the Deputy Commissioner, Jessore, and managed by the Bangladesh Center for Communication Programs (BCCP).

Explaining the background and formulation of the PPR 2025, the BPPA CEO mentioned that both the PPR 2025 and the amended Public Procurement Act (PPA) 2006 came into effect on 28 September 2025.

These are now being disseminated across the country through district and Upazila-level workshops. In addition, publicity is being ensured through newspaper articles, advertisements, television reports and scrolls, and by conducting specialized training programmes on PPR 2025 for trainers.

The PPR, 2025 introduces specific provisions aimed at strengthening stakeholders’ engagement in public procurement. Participants described these provisions as highly positive, noting that they would boost registration on the e-GP platform and enhance their effective participation in public procurement processes.

Deputy Commissioner and District Magistrate of Jashore, Mohammad Ashek Hasan, appreciated the BPPA for arranging the workshop in the district, saying: “We usually do not get the opportunity to discuss such a major issue with high-level government officials, and we often need to work things out on our own understanding.” He added, “We are glad that the BPPA CEO and Secretary has joined this workshop in Jashore, through which procuring entities and tenderers will be greatly benefitted.”

BPPA has been conducting such workshops in various parts of the country on PPR 2025 and e-GP to create awareness and build institutional capacity.
