Description : IME Division Secretary attends Kroi Sanglap Forum meeting at Sirajganj Secretary of the Implementation Monitoring and Evaluation (IME) Division Md Shahid Ullah Khandaker attended a meeting of Government-Tenderers’ Forum (Kroi Sanglap Forum) at the auditorium of LGED in Sirajganj on August 29, 2015, Saturday. Director General of Central Procurement Technical Unit (CPTU) Faruque Hossain, Lead Procurement Specialist of World Bank, Bangladesh, Dr Zafrul Islam, Deputy Commissioner of Sirajganj district Md Billal Hossain, Procurement Consultant of WB ANM Mustafizur Rahman and Chief Executive Officer of Bangladesh Centre for Communication Programs (BCCP) Mohammad Shahjahan were also present on the occasion. The meeting of the Kroi Sanglap Forum, a bilateral platform of the district-level government procuring entities and tenderers, was organized by CPTU and facilitated by BCCP under the auspices of the Public Procurement Reform Project-II supported by WB. Representatives of four target agencies under the project-Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Rural Electrification Board (BREB) and Bangladesh Water Development Board (BWDB)- and other government procuring entities in Sirajganj district numbering 30 were present on the occasion. About 30 tenderers attended the meeting. They interacted with each other about public procurement issues. Both the tenderers and members of procuring entities raised various issues relating to process, law and rules of public procurement and also electronic government procurement (e-GP). DG, CPTU explained and gave answers to their queries. CPTU is implementing e-GP in Bangladesh. The Secretary in his speech said the Kroi Sanglap Forum exclusively belongs to tenderers and procuring entities, which aims to establish a well-functioning public procurement system in Bangladesh through such dialogues for ensuring quality of projects and welfare of the greater masses. Better coordination leads to faster and quality implementation of government development projects which will increase employment and alleviate poverty. He said this is a bilateral platform where both the groups can discuss issues of public procurement and remove their confusions and contradictions. Such Kroi Sanglap Forum will be formed in all 64 districts of Bangladesh. After the discussion, a 15-member ad hoc convening committee of the forum was constituted in Sirajganj comprising representatives of tenderers and procuring entities of the district.
