Description : Senior Secretary of MoPA visits CPTU: Exchanges views about e-GP implementation Senior Secretary of the Ministry of Public Administration (MoPA) Dr. Kamal Abdul Naser Chowdhury visited the Central Procurement Technical Unit (CPTU) of IME Division under the Ministry of Planning on September 27, 2015. This was the second such visit by a Secretary to the CPTU. On July 31, Cabinet Secretary Muhammad Musharraf Hossain Bhuiyan visited CPTU. The Senior Secretary of the MoPA exchanged views about implementation of electronic government procurement (e-GP) with officials of CPTU at its Conference Room. He said there have been very positive changes in government activities and the quality of delivering public services has improved. The Senior Secretary laid emphasis on effective utilization of knowledge and skills acquired from training and study tours at home and abroad. He underscored the importance of looking at the broad spectrum of operationalizing e-tender and e-GP in Bangladesh. In this connection he cited the hurdles still existing to field –level implementation stage of procurement. He suggested CPTU to look into all such aspects of public procurement vis-à-vis e-GP and think of a holistic approach for overall improvement in the sector that involves large expenditures of public funds. Secretary of the IME Division Md. Shahid Ullah Khandaker, Director General of CPTU Faruque Hossain and CPTU officials were present during the views-exchange meeting. The Senior Secretary is going to lead a nine-member team of the government to visit the electronic public procurement (e-PP) of Portugal from September 29 to October 3. The members of the e-GP study tour comprising representatives from CPTU, IMED, ERD, PMO, Cabinet Division, LGED and RHD were also present on the occasion. The IMED Secretary welcomed the Senior Secretary. He said, “The visit of such senior level policy makers to CPTU and IMED is a part of our strategy to involve and apprise them of the progress made in the process of e-GP implementation in line with the government vision for Digital Bangladesh by 2021”. He spoke about some of the steps taken by IMED regarding digitization. These include introduction of PMIS to monitor project implementation, connecting it to Parliament, e-filing at IMED and its collaboration with the Access to Information project of the government. The DG, CPTU made a presentation about the mandates, tasks and challenges for CPTU. He also touched upon the progress in e-GP implementation and future planning of CPTU. The DG, CPTU explained the rationale for choosing e-PP system of Portugal for the visit. The Senior Secretary later briefed the e-GP study team members about the visit to Portugal.
