Title : Call to orient audit people with PPR
Description : The Financial Express 6th Morch, 2011 BARISAL, Mar 5: A fear of audit objections prevails among the government officials that often make them worried about proper implementation of the public procurement rules (PPR). The participants at a day-long workshop on public procurement at Barisal Thursday identified this as one of the barriers to operationalising the PPR in the process of public procurement, according to a press release. They gave suggestions to include the audit people in such workshops and orient them about the provisions of the PPR. Organised by the Central Procurement Technical Unit (CPTU) of the Ministry of Planning the workshop titled Future Search Conference (FSC) on Public Procurement was facilitated by the Bangladesh Centre for Communication Programmes (BCCP). Deputy Commissioner (DC) of Barisal SM Arif-ur-Rahman inaugurated the workshop as the chief guest. Additional Deputy Commissioner (General) AJM Abdullahil Baqi, Additional Superintendent of Police Md Abdus Salam, Director of CPTU Md Aziz Taher Khan and Communication and Social Awareness Consultant Md Shafiul Alam addressed the workshop as the special guests under the Public Procurement Reform Project-II supported by the World Bank. About 50 participants representing the local administration, procuring entities, bidding community, media and civil society took part in the workshop. Director of CPTU Md Aziz Taher Khan gave clarification of the queries raised by the participants on the PPR provisions. Communication Consultant Md Shafiul Alam explained how a communication programmme can help create an enabling environment for the compliance with the PPR. The DC in his speech said this workshop is very important as we have to comply with the PPR for the sake of the procurement law and also for ensuring best return of government money for the welfare of the people. Procurement officials from LGED, REB, BWDB and RHD, four target agencies under the PPRP-II, mentioned that audit people should be involved in such events as they are important stakeholders in the process of PPR implementation. They also demanded multiple-dropping system in the PPR. In reply, Aziz Taher Khan said multiple-dropping is allowed in PPR with the prior permission of the head of the procuring entity (HOPE). The bidders pointed out that although they complete the works in time with good quality, they are not paid the bills in time.
