PATUAKHALI, Feb 9: The provision for lottery under the existing Public Procurement Rules (PPR) is only applicable for procurement of works up to Tk 20 million in case of Limited Tendering Method (LTM).
But if it is open tender there is no scope for holding any lottery to award contract to the bidders in the process of public procurement.
Director of Central Procurement Technical Unit (CPTU) of the Ministry of Planning Md Aziz Taher Khan said this while replying to a query of the participants of an advocacy workshop at Patuakhali Wednesday, said a press release.
CPTU organised the workshop on titled Future Search Conference (FSC).
Facilitated by the Bangladesh Centre for Communication Programmes (BCCP), the FSC was attended by six stakeholder groups at the district level such the local administration, tenderers, procuring entities, civil society, media and the target agencies under the Public Procurement Reform Project-II supported by the World Bank.
Deputy Commissioner (DC) of Patuakhali Mohammad Yousuf inaugurated the workshop as the chief guest.
Additional Deputy Commissioner (General) Amal Krishna Mandal, Additional District Magistrate Ranjit Kumar, Director of CPTU Aziz Taher Khan, Communication and Social Awareness Consultant Md Shafiul Alam spoke on the occasion as the special guests.
A total of about 50 participants took part in the day-long workshop organised as part of an advocacy campaign and communication programme under the PPRP-II being implemented by the CPTU to establish transparency and accountability in the process of public procurement in the country.
The DC mentioned that as per the PPR only the lowest responsive bidder would get the award of contract. But sometimes it is reported that the lowest bidder is not given the work order, he added.
CPTU director clarified that the difference between the two is well defined in the PPR. We need to properly apply the provision with professional integrity. If not, he said, there is provision for punishment.
The participants urged the authorities to make the PPR more public oriented and easily understandable and requested for more awareness activities to inform and educate all concerned. |
