Title : Compliance with PPR a must, participants tell workshop
Description : The Financial Express 09-02-2011 BORGUNA, Feb 8: Compliance with the Public Procurement Rules (PPR) is a must to ensure transparency and accountability in the process of public procurement and quality of goods, works and services. Speakers at a day-long advocacy workshop organised by the Central Procurement Technical Unit (CPTU) of Implementation Monitoring and Evaluation Division (IMED) titled Future Search Workshop made the observation at Barguna Tuesday, said a press release. The workshop was held under the auspices of the Public Procurement Reform Project-II supported by World Bank. Deputy Commissioner (DC) of Barguna Md Mojibur Rahman was present at the workshop as the chief guest, while Additional DC Md Ahsan Kabir, CPTU Director Md Aziz Taher Khan, Communication Consultant Md Shafiul Alam were present on the occasion. Bangladesh Centre for Communication Programmes (BCCP) facilitated the workshop and stakeholders like the local administration, procuring entities, bidders and media representatives took part in the workshop. The DC in his address said having knowledge on PPR is very essential for the procuring entities and the bidders as they are directly involved in public procurement. The media also need to know basic issues as they often write on the tender process, he added. Md Aziz Taher Khan clarified various points on PPR raised by the participants. The procuring entities observed PPR have helped them in doing procurement properly and as per the rules. President of Barguna Contractors" Association Md Humayun Kabir said that the present PPR had the provision of engaging people in this trade without experience. This, sometimes lead to fall in quality of government purchase. He expressed the opinion that the limit for the inexperienced bidders should be Tk 5.0 million.
