4. Only eligible Bidders with the following key qualifications should participate in this Bidding:
(i) The Bidder shall have a Minimum Average Annual Construction Turnover of US$ 71.00 million for SASEC-II/ICB/MP-3/WP 10 (LOT 1); US$ 49.00 million for SASEC-II/ICB/MP-3/WP 11 (LOT 2) and US$ 44.00 million for SASEC-II/ICB/MP-3/WP 12 (LOT 3); calculated as total certified payments received within the last 5 (five) years for contracts in progress or completed.
(ii) Bidder participated in at least One Contract that has been successfully or substantially completed within the last 10 (Ten) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s Participation exceeds US$ 84 million for SASEC-II/ICB/MP-3/WP 10 (LOT 1); US$ 58 million for SASEC-II/ICB/MP-3/WP 11 (LOT 2) and US$ 52 million for SASEC-II/ICB/MP-3/WP 12 (LOT 3). The similarity of the Bidder’s Participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements. The complete eligibility and qualification requirements are stipulated in Section 3: Evaluation and Qualification Criteria of Bidding Documents. |

Interested eligible Bidders may obtain further information and inspect the Bidding Documents during normal office hours (from 9:00 am to 5:00 pm) on all working days (Sunday to Thursday) up to 19 March 2018 (Monday) at the given address. 6. A complete set of Bidding Documents for each lot may be purchased by interested eligible Bidders upon payment of non-refundable fees of Tk. 15,000 or US$ 180 and upon submission of a written application to the address above during normal office hours on all working days up to the day before the submission deadline (i.e. up to 19 March 2018). The Bidding Documents may also be sent via courier with an additional fee of Tk.60,000 or $750 for each Lot for overseas delivery only. No liability will be accepted for loss or late delivery of the Bidding Documents. The method of payment will be either in Cash or Pay Order / Demand Draft from any scheduled bank in Bangladesh in favor of Project Manager-6, SASEC Road Connectivity Project-II. 7. A Pre-Bid meeting will be held at the Conference Room of the Office of the Chief Engineer, Sarak Bhaban, Tejgaon, Dhaka. Bangladesh on 26 February 2018 (Monday) at 10:30 hrs. (Bangladesh Standard Time). 8. Bids must be delivered to the address above on or before the Bid submission deadline i.e. 20 March 2018 (Tuesday) at 12:00 hrs. (Bangladesh Standard Time). All Bids must be accompanied by a Bid Security in the amount as stated in the Bidding Documents (Data Sheet). Bids submitted after the deadline shall be rejected. The Technical Proposal of the Bids will be opened at the address above at 12:30 hrs. (Bangladesh Standard Time) on 20 March 2018 in the presence of the Bidders’ Representatives who choose to attend. The price proposal of responsive Bids will be opened in presence of the Bidder’s authorized representative who choose to attend at the time, date and address to be advised by the Employer after approval of Evaluation Report of the Technical Proposal by the competent authority with no objection from ADB.
9. RHD will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
10. The Employer reserves all the rights to accept any Bid or to reject any or all Bids without assigning any reasons whatsoever.
11.
