INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Establishing Digital Connectivity (EDC) Project intends to connect, including but not limited to primary school, high school, college(degree/masters), madrasa, community clinics, government offices and training institutions, National University, Bangladesh Diabatic Somity, Textile Department, Ministry of Law, Justice and Parliament with internet up to the village level. EDC will assign an ISP to establish the End-User connection. The ISP will use their network or establish a new network to provide the internet service. The ISP will get their Monthly Recurring Cost (MRC) from the End-Users. All the networks established by ISP will be the property of the Department of Information and Communication Technology (DoICT).
The service provider must provide for all hardware installation, software installations, and configurations, including but not limited to equipment, cabling, labor, materials, permits, supplies, tools, and any other goods and services necessary to accomplish the scope of the Connection establishment. The service provider must include in its price all costs associated with the connectivity installation process. The entire installation and 1-year service be completed at the quoted price. Therefore, any items omitted but reasonably necessary to accomplish connectivity establishment must be furnished and installed by the service provider at no additional cost to the EDC Project, DoICT.

Following documents to be submitted by the applicant:
a) Technical eligibility criteria of the ISP:
• Must have an ISP network in the Cumilla (North), Cumilla (south) and Chandpur geographic area with a minimum of 1000 users.
• Must have at least two staffs with professional certifications.
• Must be connected to at least two (2) IIG.
• Must be connected to NIX.
• Must be connected to NTTN.
b) General Eligibility Criteria of the ISP
• Must have valid ISP license from BTRC, and the license must have coverage area of indicated Package.
• The ISP must be a member of ISPAB (Internet Service Providers Association of Bangladesh).
• The ISP must have at least 100 staffs for each district.
• Update Trade License.
• VAT registration certificate.
• E-TIN with the updated tax clearance certificate.
• The Tenderer must have minimum 3 years of general experience in the ISP business.
• Last 2 years of audit reports.
• The Tenderer's required minimum average annual turnover is as described below in section (d). The minimum amount is the best for three of the last five (5) years.
• The minimum amount of liquid assets, i.e., the Tenderer's credit line(s), shall be as described below in section (d).
• In the case of a Joint Venture, the aggregate annual turnover and liquid assets of partners will be acceptable.
c) Tender participation:
• In case, if any tenderer is selected for any packages under Establishing Digital Connectivity (EDC) Project, is not required for this package.
• In the case of the joint venture, all the partners must be ISP license holders from BTRC.
• In the case of the joint venture, the Lead Partner must have a ISP Licence which is issued by BTRC to cover the concern Package geographic area.
