Brief Description of Assignment |

The Government of Bangladesh has received a credit from the IDA/the World Bank for providing support services to vulnerable households of the Host communities in all Upazilas of Cox’s Bazar District implementing “Building Community Resilience & Self-Reliance (BCRSR)” by the Department of Disaster Management under the Ministry of Disaster Management and Relief. The proposed financing under this project will help to maintain the coverage of beneficiaries (approximately 20,575) (It may be increased subject to the availability of budget)] under on-going MoDMR support through EGPP+ program for the Host communities in the Cox’s Bazar district. The objective of the assignment is to facilitate implementation of the EGPP+ in nine (09) Upazilas Chakaria, Cox's Bazar Sadar, Eidgaon, Kutubdia, Maheshkhali, Ramu, Ukhia, Pekuya and Teknaf under Cox's Bazar district. The scope of work includes Coordination and Meetings with relevant stakeholders, Identification of Sub-projects, Selection of Beneficiaries and Sub-projects, Attendance Supervision, Data Entry and MIS Management, E-payment Logistics Support, Outreach and Awareness, Coordination and Convergence with other government sectors, NGOs, and international organizations and to continue those activities mobilization of dedicated field implementation Unit to carry out daily implementation and supervision of EGPP+ activities. |
Experience, Resources and Delivery Capacity Required |
: |
A minimum of 10 (ten) years of experience in implementing projects related to community development, civil works, or construction, preferably in Cox’s Bazar.
Proven experience in development projects, including at least one successfully completed service contract funded by the any development partner (World Bank funded will be given preference) within the last five (5) years. Supporting documents such as completion certificates must be provided.
Firms with at least 3 (three) years of experience in similar assignments will be given preference
All necessary compliance documents must be provided:
For NGOs: Valid NGO Bureau Certificate, Department of Social Services (DSS) Certificate, and other relevant documentation.
For consulting firms: Valid Trade License, VAT Registration Certificate, TIN Certificate, and updated Income Tax Return Certificate.
For all applicants: Bank Solvency Certificate and audited financial statements.
Applicants must demonstrate financial capacity, including sufficient liquid assets, to ensure timely deployment of qualified staff in the field and smooth mobilization for assignment commencement.
A shortlist of companies/firms will be prepared based on the evaluation of the submitted Expressions of Interest (EoIs) from eligible applicants. A Request for Proposal (RFP) will then be issued to the shortlisted firms. The selection will be made using the Quality and Cost Based Selection (QCBS) method
