INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Conduct the Feasibility Study (FS) to upgrade the existing Cox's Bazar, Khepupara and Moulvibazar meteorological radars thereby re-strengthen the BMD's radar observation network in order to empower the BMD with wide range and high resolution rainfall and wind observation to provide accurate weather forecasts and warnings for the people in the country. The FS requires the following assignments briefly indicated below.
1. To Confirm the current condition of the existing radar equipment and radar tower buildings at Cox’s Bazar, Khepupara and Moulvibazar.
2. To prepare Architectural, Electrical, Plumbing and Ventilation/AC Drawings for modification/renovation
3. To estimate Structural Calculation Sheets for building strength confirmation of the existing radar tower buildings including concrete piles.
4. To prepare technical Specifications, Draft Estimate, Draft Drawing/ Equipment Drawings and Draft Training Pan & Module.
5. To prepare Draft Development Project Proposal (DPP)
6. To prepare and submit the deliverables to the BMD according to ToR. |

BMD Authority/Project Director invites eligible national consulting firms (“Consultant”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The Consultants must meet the following Eligibility Criteria to qualify for shortlisting.
Eligibility Criteria:
1. The Consultant will have at least 10 years of working experience in the field of weather and climate in developing countries. Experiences in Bangladesh is desirable.
2. The Consultant will have experience with the survey, design, cost estimation and implementation supervision and training in 5 or more meteorological radar projects.
3. The Consultant in the form of a Joint Venture (JV) will be allowed with submitting the Letter of Intent signed by all partners of JV. In case of JV, leading partner and/or any other partner of the JV must meet the above requirements jointly/separately to qualify for the assignment.
4. The Consultant ( including partners in case of JV) must be registered with the Concern Authorities as Limited/ Private Limited/ Partnership/ Proprietorship Company supported by proven documents such as Certification of Incorporation/ Registration of the Firm, updated Trade License, TIN Certificate, Tax Payment Certificate and BIN/ VAT Registration Certificate.
5. The Consultant must provide financial capacity supported by Annual Turnover of at least Tk. 200.00 Lac & Financial Statement on Audited Financial Reports for at least three years over past five years and latest Bank Solvency Certificate.
The ToR of the service is available in the website of the BMD https://www.bmd.gov.bd/. Consultant may associate with other firms in the form of a joint venture to enhance their qualifications but should mention such formation specifically. All members of such an association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms in the association to 03 (three).
It is to be noted that the Consultant must pay Professional Liability Insurance of coverage of 100% of the Contract Value and to submit Performance Security of 5% of the Contract Value before contract signing.
The Consultant will be selected through the Selection under a Fixed Budget method following PPA 2006 and PPR 2008 of GoB. |

The Consultant must submit at least the followings papers / documents:
1. Application for EOI
2. Registration of the firm, Certification of Incorporation
3. Updated and valid Trade License, TIN and VAT Registration Certificate and related documents
4. Updated Income Tax Clearance Certificate
5. Company Brochure/ Profile covering company expertise, strength and experience
6. Information about Liquid Asset issued by concern authority of the firm
7. Last 03 (three) years of Audited Financial Reports
8. At least 05 (five) projects completion certificate/testimonial in the field of meteorological radar projects
9. List of professionals including their name, title/designation, proposed position for this assignment, mobile no., email, relevant work / project experience, year of experience in relevant field, academic background, expertise and nature of association with the firm (e.g. full-time or part-time employee or externally hired)
10. EOI shall be submitted in 02 (two) sets (1 original + 1 duplicate)
It is to be noted that for the foreign firms(s) in case of JV, if any or some documents are not applicable, then they have to submit a declaration in favour of not submitting those documents. |
