Brief Description of Assignment |
: |
1. Asset Inventory and Data Collection: Conduct a comprehensive inventory of all assets owned or leased by the company, including network infrastructure, technology equipment, spectrum licenses, customer equipment, office equipment, computers, vehicles, intangible assets (this includes trademarks, brand names, patents, licenses and goodwill), and inventory. Gather relevant data such as purchase/lease details, depreciation schedules, usage patterns, and condition assessments.
2. Asset Tagging and Classification: Apply asset tagging according to standard guidelines to uniquely identify each asset. Classify assets into relevant categories such as network infrastructure, technology equipment, tangible assets, intangible assets, etc., to facilitate valuation analysis.
3. Impairment Testing: Perform impairment tests on assets, especially for long-lived assets such as network infrastructure and technology equipment, to assess whether their carrying values exceed their recoverable amounts. This involves comparing the assets' carrying values to their fair values and recognizing impairment losses if necessary.
4. Spectrum License Valuation: Evaluate the value of spectrum licenses held by the company based on factors such as frequency bands, coverage area, license duration, regulatory restrictions, and market demand for wireless spectrum.
5. Market Valuation and Benchmarking: Determine the residual/present market value of assets by analyzing recent market transactions, comparable sales/leases, industry benchmarks, and future cash flow projections. Consider factors such as technological obsolescence, competitive landscape, regulatory changes, and macroeconomic trends.
6. Revaluation of Fixed Assets: Perform a professional revaluation of fixed assets following Revaluation Rules of Ministry of Finance (2011), Bangladesh Accounting Standards (BAS), Bangladesh Financial Reporting Standards (BFRS) and all other relevant standards and regulatory requirements. This may involve engaging external valuation experts to assess the fair value of assets based on the Book Value Approach, Asset Approach, or any other appropriate methodology.
7. Documentation and Reporting: Prepare detailed reports documenting the valuation process, assumptions, methodologies, and conclusions reached for each asset category. Present the findings in a clear and transparent manner to the management, stakeholders, regulatory authorities, and financial auditors.
8. Compliance and Governance: Ensure compliance with state laws and regulations, applicable accounting standards (e.g. IFRS, GAAP, BAS, BFRS etc.), regulatory guidelines, and internal governance policies throughout the valuation process. Maintain appropriate documentation and internal controls to support the integrity and reliability of asset valuations. |
Experience, Resources and Delivery Capacity Required |

1. Only enlisted valuation firm(s) of the Bangladesh Securities and Exchange Commission (BSEC) can participate in the EOI.
2. The firms shall have experience in the physical verification and valuation of fixed assets for any public sector utility, large industrial company, or mobile telecom company.
3. All certificates of experience from the clients will be on the client's letterhead, indicating the detailed address of the client.
4. The firm shall have VAT/IT/Trade license and legal capacity to perform the services.
5. The firm has to submit a bank statement as of 31/12/2023.
6. The firm shall submit the audited annual report for the last three financial years (FY2022-23, FY2021-22 and FY2020-21).
7. The firm shall have the requisite number of experienced key professionals like engineers, cost accountants, valuers, surveyors, etc. to carry out the valuation and tagging services. A list of key professionals having experience in similar working conditions should be submitted.
8. Curriculum vitae with photograph and signature for key professionals of the firm. |

The interested firm, meeting the above qualification criteria, should submit its company profile and other relevant information in the prescribed format (Form-A). Interested firms are requested to obtain the prescribed form from the office at the following address during office hours or download it from the web address https://www.teletalk.com.bd/bn/tenders.
Expression of Interest (EOI) shall be submitted in a sealed envelope clearly mentioning the name and address of the applicant, EOI number, and addressed to the authority issuing the EOI. Three hard copies should be provided - one marked as "Original" and two as "Copy" - along with one soft copy in a CD/Pen drive. Submissions should be made within the specified date and time at the office of the official inviting the EOI. |
