INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The activities of the Design Engineer (Road/Bridge) for supporting PMU and PD-LGED will include, but not limited to the following:
(i) Assist to finalize the standard designs and technical specifications of structure after reviewing existing standards/specifications to establish more effective construction methods for structures.
(ii) Undertake the responsibilities for design of all types of civil works in particular structures bridges and culverts including ancillary structure using latest version of design software/computer aided design; and prepare special designs, if necessary, instead of standard design produced by LGED.
(iii) Assist the Senior Engineer as necessary in all respect of design and specifications and check all designs and contract documents prepared for the project.
(iv) Prepare longitudinal profile of project roads using latest Computer software and prepare computer program for such design purpose; calculate earthwork volumes involved in each road works using Computer software.
(v) Detailed Engineering Survey & Verification of Road and Structure Locations, Sub-soil Investigation and Analysis and Preparation of Plans and Structural Design
(vi) Assist in reviewing and checking field survey and site investigations carried out by others for structures and markets; and undertake responsibilities for sub-soil investigation at all bridge sites included in the project.
(vii) Monitor and check on a continuous basis, through regular visit and on-site inspections the quality of works and suggest probable actions to improve it as well.
(viii) Undertake frequent field visits to all project districts to review survey status, implementation and supervision of project civil works and contributes to resolving any issues arising.
(ix) Carry out sample on-site checks of the execution of civil works construction regarding quality and quantity control and provide advice on remedial actions as required.
(x) Ensure incorporation of adequate road safety measures in the design and specification of approach roads and bridges.
(xi) Respond to Senior Engineer on the survey and design status of each contract and identify any critical issues that require attention.
(xii) Contribute to the preparation of training courses where necessary and conduct training for LGED district and upazila staff and for local contractors, in construction methods, on site supervision and quality control, laboratory testing procedures, and contract management.
(xiii) Contribute to the preparation of quarterly, annual and mid-term reports and participate in regular meetings with project implementation staff.
(xiv) Assist with any other duties as may be reasonably assigned by the Project Director and agreed with the ADB.

Experience, Resources and Delivery Capacity Required |
: |
• Structural Design Engineer will have minimum B.Sc. degree in Civil Engineering or Structural Engineering with minimum 12 years working experience in planning, design and implementation of rural infrastructure development projects;
• At least 5 years working experience in design of Rural Road pavement, Structures (bridge/culverts) and building works. Experience in Rural Road structures design in Chittagong Hill Tracts region especially required;
• S/he will be directly responsible to the Project Director for all aspects of the terms of reference with the focus on project planning, survey, design, reporting and management;
• Experience in Chittagong Hill Tracts region would be preferred; and
• Reporting and other requirements as stated in the TOR.
