| Brief Description of Assignment |
: |
The overall objective of the assignment is to identify challenges, opportunity and devising appropriate strategies and intervention for realizing the potentials of blue economy in Bangladesh.
The specific objective of this study would be
? To define the boundary of the blue economy and review current situation.
? To identify sector, subsector, issue and theme-wise existing challenges and potentials of blue economy in Bangladesh.
? To identify institution, policy and knowledge gaps and research needs.
? To devise appropriate strategies and interventions for realizing the potentials of blue Economy.
? To explore different investment and financing options for blue economy.
? To suggest exemplary projects for implementation.
The Team will be required to undertake the following tasks:
? Review of existing plans, policies and strategies around the world to identify gaps and needs.
? Secondary documents review in relation to Blue Economy
? Conceptualization and overview of blue economy in Bangladesh reflecting current situation.
? Defining boundary of Blue economy boundary: thematic areas and subsectors
? Overview of blue economy in global context, prospects and challenges, international experience, lessons learned
? Sector and sub-sector-wise Blue Economy challenges and prospects in Bangladesh
? Review existing institutional arrangement for harnessing and coordination of the blue economy, Institutionalizing the Blue Economy in Bangladesh
? Exploring Finance and Investment: Promoting Sustainable Blue Economy in Bangladesh through Sustainable Blue Bond, PPP approach etc.
? Suggest way forward for sustainable development of Blue Economy in Bangladesh and devising appropriate strategies and interventions including exemplary projects for implementation. |
| Experience, Resources and Delivery Capacity Required |

Team Leader
? Must have a Ph.D. degree in Oceanography/Maritime Affairs/ Ocean Governance or related area.
? 5 years experience of leading research/study assignments of a similar scope of work with a total of min. 10 years working experience.
Consultant: Team Member (1)
? MS in Oceanography/Fisheries/Marine Fisheries/Economics or related area
? 5 years experience in research/study assignments of a similar scope of work with a total of 7 years experience in the relevant or related sector. |
