| Brief Description of Assignment |
: |
Department of Public Health Engineering (DPHE) is initiating technical assistance (TA) service for necessary assessment of the development activities, components design and investment plant for improving the status of sustainable WASH and waste management services in the Moulvibazar, Kulaura & Sreemangal Municipality of Moulvibazar District. The scope of works shall cover-
Review previous studies and secondary data; Previous studies; Primary data acquisition; Water, Sanitation and Waste Management Demand Assessment & Source Identification; Study of water treatment requirement; Transmission, distribution system; GIS Mapping; Required developments; Integrated waste management; E&S assessment; Design and estimates; Economic analysis etc.

| Experience, Resources and Delivery Capacity Required |

a) The consulting firm(s) should be reputed and at least 10 years experienced in WASH and waste management consultancy services as mentioned in TOR.
b) The terms of Reference (TOR) for the Consultant is available at DPHE website www.dphe.gov.bd
c) The firm should have valid and updated trade license, VAT identification number, TIN, latest tax return receipt, should have AATO of BDT 10 million in last 5 years, Financial capacity of BDT 2.5 million in the form of credit line/working capital etc.
d) Multiple Companies having technical and legal competency for providing such services can apply jointly with legal JV agreement according to relevant clauses of PPR-2008 (current edition with all amendments). The joint venture company jointly needs to fulfill all conditions mentioned in this ToR.
Shortlisted consulting firms/organizations will be invited to submit their technical and financial proposals subsequently. The Consultants shall be selected and engaged in accordance with the PPR-2008 (current edition with all amendments).

a) Applicants are requested to send their Expression of Interest (EOI) by 29/01/2024 on or before 11.30hrs Bangladesh Standard Time (BST).
b) Expression of Interest (EOI) shall also be submitted in one original and two copies in a sealed envelope to the address given below and be clearly marked with “Expression of Interest (EOI) for Technical Assistant (TA) Consultancy for Feasibility Study of Water Supply, Sanitation and Waste Management at Moulvibazar, Kulaura & Sreemangal Municipality of Moulvibazar District”.
c) Any application submitted later than the specified date and time or submitted through telex/fax/email will not be entertained.
d) Under no circumstances DPHE will be responsible for any cost incurred for submitting the EOI.
