| Brief Description of Assignment |

Among the 10 upazilas of Rangamati hill district, the three most remote upazilas are Bilaichari, Jurachhari and Barkal. These upazilas are located in three very remote hilly areas. Rangamati district has no road connection with these three upazilas. At present road construction work is going on from Rajasthali through Farua of Bilaichhari Upazila to Dumdumiya of Jurachhari Upazila under the project titled " Border Road Construction (1st Phase)" under the department of Roads and Highways which is being constructed by the Bangladesh Army. Even if the work on this road is completed, the road from Dumdumia in Jurachhari to Barkal will remain disconnected. It is noted here that these three upazilas have many tourist attractions like Sajek, Chimbuk, Nilgiri Hills which are unable to attract tourists due to lack of communication network. Moreover, the region produces a large amount of agricultural and forest resources which cannot be shipped for sale over long distances due to lack of road connectivity. As a result, the products produced are often spoiled. Moreover, due to the lack of road connectivity, the people of these areas are living a very inhumane life and are struggling to meet many basic needs even in this modern age. At the same time, lack of proper communication system has made it difficult to maintain security in these areas. Therefore, to build a road network in these three remote upazilas, it is necessary to construct roads on an urgent basis and for this it is absolutely necessary to conduct a feasibility study at the beginning.
The consultancy services for comprehensive feasibility study include but not limited to the following:
1. Fixation of alignment , curves, super-elevation/gradation.
2. Reconnaissance survey for identification of possible bridge locations, nature of crossings, likely length of approaches and bridge, firmness of banks, suitability of alignment of approach roads.
3. Land Acquisition and Resettlement Plan.
4. Social Impact Assessment.
5. Environmental Impact Assessment.
6. Road Safety Audit/survey.
7. Traffic Demand Estimates.
8. Detail Topographical Survey and Geotechnical Investigation.
9. Preliminary Structural Design of Road/Viaduct/Bridge/Culvert
10. Estimation of Bill of Quantities (BoQ).
11. Detail morphological and Hydrological Survey.
12. Details of utility Services and Other Physical Features.
13. Design of embankment height more than 6m.
14. Identification of sources of construction materials.
15. Identification of the type and the design of intersections.
16 . Design of complete drainage system and disposal point for storm
water.

• The Firm should be nationally or internationally reputed.
• Interested Consultancy firms must provide information indicating that they are qualified to perform the services (Registration Certificate, Registered Address, Legal Status, Brochures, Company profile (including management, personnel, firm’s specialty, performance), Description of Similar Assignments (List of rendered services in last 5 years for: (i) Feasibility study of Road (ii) Feasibility study of Viaduct/Bridge Construction (iii) Detailed Design of Road/ Bridge/Viaduct Projects in Bangladesh/ Other Countries), Experience in Similar Conditions, Average annual turnover over the last 5 years, Availability of Appropriate Skills among Staff, Number of Highway and Bridge Engineers, those who belong to the firm more than a year and average working experiences (5 years) of those Highway and Bridge engineers etc.).
• Following information should be provided for the experience certificates:
Client’s name, Nature of services, Contract amount, Man-months included in the contract, duration of the service with actual commencement and actual completion date;
• A Firm may constitute Joint Venture to enhance their capabilities.
Interested firms may associate with other firm (Local or Foreign) to enhance their qualifications. The formation of joint venture shall be done on non-judicial stamp paper of value BDT 300/-. The share and role of each partner of the joint venture shall be mentioned clearly in the agreement.
Key Professionals : Team Leader, Highway Engineer, Structural Engineer (Design), Pavement Engineer (Design), Bridge Engineer (Design), Geotechnical Engineer, Resettlement Specialist, Environment Specialist, Socio economist/Economist, Hydrologist/Hydrodynamic modeler/morphological modeler/morphological specialist etc.

The applicant shall put the page number on EOI documents serially and authorized person shall sign on every page |
