INFORMATION FOR APPLICANT
|
Brief Description of Assignment |
: |
ICT and MIS expert will be responsible to the Project Director PMU of SCMFP. He/she will perform the following duties and responsibilities although not limited to, the following areas:
i. Key responsibility for managing and coordinating MIS/GIS activities within the program.
ii. Regularly update and upload open source data to online GIS/MIS database and application.
iii. Data to be collected and uploaded may include as per project M&E demand.
iv. Coordinate GIS data collection process with GIS specialist in collaboration with M&E and other technical staff.
v. Manage and prepare all geographic information systems data when needed what as project requirements.
vi. Provide GIS based support services to the project team (M&E unit).
vii. Generate and produce analytical maps for each value chain/ sector.
viii. Perform analyses using third party open source data incorporate in the GIS.
ix. A Support the PMU in procurement processing of IT equipment and services delivery with proper specification contract management;
x. Conduct diagnostic analyses on IT systems and its inefficiency, etc. and provide recommendations to improve the system, as requires;
xi. Timely update and upload of data receiving from field offices, landing station, and RV Meen Shandhani to on cloud server with GIS and MIS based database;
xii. Planning and operating all sort of software and programming based analytical works of project with science team;
xiii. Maintaining the cloud server with all database both of RV Meen Shandhani and land based data and ensuring security of data and with proper access policy;
xiv. Assist PD/PMU to expedite the following tasks in co-ordination with respective experts and consulting firms engaged in the project:
? In preparing development and deployment of Catch and effort monitoring data collection software/IT infrastructure;
? In developing and make functional of an Online electronic registration and licensing system of mechanized fishing boats;
? In supervising development of Fish/shrimp farmers’ database and smart ID cards preparation, Integrated e-Traceability system development and functioning for cluster shrimp farming management;
? Fishers’ database system development and functioning and smart ID cards preparation;
? Installation, monitoring and functioning of VMS software;
? Software development, functioning and maintenance for digitizing DoF and documentary archive;
? To support in developing and deployment of observer program data collection software/IT infrastructure;
xv. Prepared hardware, software and communication peripheral requirements for the project and facilitate their procurement;
xvi. Develop, test and implement the required software for administering the service processes of the unit;
xvii. Design, install and configure the network connecting all project field offices;
xviii. Assess the data needs of policy planners, design and implement the Management Information System (MIS) of the respective project unit;
xix. Study and analyze essential elements of effective computerization with particular emphasis on improving administrative efficiency and service compliance;
xx. Organize training courses for the officials and staffs on computer and communication technologies;
xxi. Study and analyze data needs for effective monitoring of the project activities;
xxii. Design appropriate modules for dispersion of data from the central database;
xxiii. Manage the central transactions database of the project and developed appropriate modules/utilities for effective and regular dispersion of the data through regular web page.
xxiv. Recommendations of system administration at the project office and at the Data Centre for the project co-located servers focusing on integrity and sustainability of services;
xxv. Implementation of maintenance and redundancy program for all MIS development teams, including, but not limited to, computer maintenance, software authentication, file backup, and virus maintenance.
xxvi. Implementation, maintenance and monitoring system manual for the software developed under the project.
xxvii. Provide support in development and capacity building in maintenance of fisheries data servers infrastructures;
xxviii. Generate and produce analytical maps for each value chain/sector;
xxix. Any other task assigned by the Project Director/ project management as and when required.

Experience, Resources and Delivery Capacity Required |
: |
? Master Degree in Computer Science & Engineering/Computer Science/ ICT/ Electronics (Major in MIS) or in similar subject area.
? 10 years of related experience in the use of MIS and ICT, including knowledge of relevant software tools.
? At least 5 years’ experience with a wide range of GIS applications, preferred MIS and other software & online data collection system.
? Knowledge of GPS hardware and software and other modern tools;
? Proven experience in handling MIS of IDA/donor funded development projects.
? Experiences in Vessel Monitoring System (VMS)/Automatic Identification System (AIS) administer will be preferable.

1. Duration of Assignment:
The duration of this assignment is 13 months. The duration of the assignment may be further extended or reduced subject to project needs and consultant’s performance.
2. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
3. The Department of Fisheries represented by the Project Director, Sustainable Coastal and Marine Fisheries Project invites eligible applicants to indicate their interests in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the said consultancy services. The applicants are requested to submit application along with forwarding letter and CV. Applicants may obtain further information from the office of the under signed during office hours i.e. 09:00 to 16:00 hours (Local time- GMT+06:00 Hours) on all working days up to 5 December, 2023.
4. A consultant will be selected following the Open Competitive Selection of Individual Consultants method as set forth in the World Bank Procurement Regulations for IPF Borrowers, July 2016 revised November 2017.
5. Expression of interest shall be delivered (through in person or by mail or by e-mail) to the address below by 12:00 hours (Local time- GMT+06:00Hours) within 6 December, 2023.
6. The client reserves the right to accept or reject all EOIs without showing any reason whatsoever.
