| Brief Description of Assignment |

2. The broad scope of consulting services (“the Services”) include but not limited to carry out following in the project:
I. Support Project Management Unit (PIU) of RHD in Preparation/update of existing Land Acquisition Plan (LAP), and Resettlement Action Plan (RAP).
II. Assist PIU in preparing necessary numbers of LA cases (including all preparatory activities) for submitting to the Deputy Commissioners office, Sylhet and also assist in LA activities to be executed by DC office.
III. Assist PIU in Monitoring implementing NGO’s activities such as: Land Acquisition, Resettlement and Rehabilitation including income restoration management of the project following the requirements of the World Bank’s Environmental and Social framework (ESF), and national laws.
IV. Ensure timely execution of Land acquisition and Resettlement activities within the GOB and WB policies.
V. Any other relevant services requested by PIU.

4. The Roads and Highways Department (RHD) under Road Transport and Highways Division, Ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. All claimed qualifications shall be substantiated with documentary evidence. A consultant will be selected following the Selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016, and updated in September 2023.The selection criteria are:
• At least master’s degree in Social Science/Sociology/Anthropology/Development Studies or equivalent in a related field.
• Minimum 15 (Fifteen) years of general experience in the area of Social Development, including Land Acquisition, Survey, Resettlement and Rehabilitation, Income restoration related to construction or logistics infrastructure projects.
• Minimum 10 (Ten) years of experience in the role of similar importance in preparation/ implementation of LAP and RAP in Development Partner (ADB, WB, JICA, AIIB etc.) funded infrastructure projects.
• Specialized experience of undertaking or monitoring LAP and RAP preparation/implementation for Road/Bridge project will be considered as an added advantage.

3. The expected date for commencement of the services is February 2024 and the tentative duration of the entire assignment is about 30 (Thirty) Man-Months of intermittent input over a Contract Period of 40 (forty) Months. 5. The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in September 2023, setting forth the World Bank's policy on conflict of interest.
