INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
West Zone Power Distribution Company Limited (WZPDCL) is implementing a project named “Up-gradation and Extension of Power Distribution System in Monpura Islands” under Bhola District in Monpura Upazilla. This project will be implemented to connect Monpura Island with Kolatoli Char, Kazir Char and Dhal Char through submarine cable. So, Upgradation and Extension of Power Distribution System Project in Monpura Islands intends to hire a Project Implementation & Supervision Consultant (PISC) for successful implementation of the project. Scope of services under the proposed assignment includes the following:
1. Survey of existing 0.4/11 kv Substation, 11 kV, 0.4 kV, and 0.23 kV lines, distribution transformers, service connections, etc.
2. Preparation of load data based on survey and load forecasting under Monpura Electric Supply.
3. Design and complete mapping of the applicable electrical distribution system based on Survey.
4. Preparation of detailed distribution line map and engineering report.
5. Preparation of detailed specifications and design drawings for the construction of civil works and supply of necessary equipment and materials for project implementation.
6. Preparation of detailed Bill of Quantities (BoQ), Cost Estimate, Procurement plan, and tender documents in accordance with the laws of Bangladesh.
7. Preparation of RDPP in the specified format for project-related work.
8. Ensuring construction and renovation work of the project are carried out attentively and successfully.
9. Ensuring the implementation and adherence of Quality Management System and Environmental Management System as per ISO 9001 and ISO 14001 respectively.
10. Ensuring the work environment, health, and safety measures of the project in accordance with ISO 45001.
11. Preparation of detailed Environmental and Social Management Plan (ESMP) based on the site-specific Environmental and Social Management Framework (ESMF), and ensuring monitoring and implementation.
12. Preparation of Resettlement Action Plan (RAP), if Applicable.
13. Inspection and certification of submitted bills by the contracting authority.
14. Supervision of new construction & renovation works of 11kV, 11/0.4kV, 0.4kV & 0.23kV distribution network with 11 KV switching Sub-station, Laying of 11kV submarine cable with optical fiber and landing station and 6.35/0.23 kV distribution transformer and assist WZPDCL for Testing & Commissioning.
15. Preparation of As-built Drawing of Lines, switching substation and Distribution transformers including marking of poles & x-formers by using AutoCAD software package.
16. Preparation of detailed distribution system documentation, creation of databases, generation of inventory reports for goods, and integration into inventory management software.
17. Collaboration with WZPDCL on various relevant issues related to the project.

| Experience, Resources and Delivery Capacity Required |

1. The consultant shall submit audited balance sheets and income statements or, if not required by the law of the applicant's country, other financial statements acceptable to the employer for the last 3 (three) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability.
2. The consultant (partners in case of JV) shall have at least 5 years overall experience in the field of electrical consultancy services in Bangladesh Govt. power system utility.
3. The consultant shall have specific experience of satisfactory completion of similar nature of work or feasibility study for power distribution utility for any government or autonomous organization)) in 2 (two) contracts within last 5 years amounting to minimum BDT 50,00,000.00 (Fifty Lac Taka Only) or equivalent. The above experience shall be supported by client's certificate in their letterhead indicating their address, telephone number and details of project, (i.e. name of the project, name of the employers, description of the work, duration and contract amount). Certificates as evidence must be written in English.
4. The consultant shall have requisite number of appropriate key professionals mentioned in the TOR to carry out the proposed consulting services and shall furnish the list of key professionals and their signed CV with photograph, active mobile no & email address.
5. The firms should be capable of undertaking this assignment and are requested to submit their EOI for the services required under the Scope of Service. The EOI shall be submitted by a firm either individually or in a consortium. If any firm submit EOI individually and again in a consortium, both EOI will be rejected.

1. Short listing will be made in accordance with the document of EOI & corresponding guideline of PPR 2008.
2. Interested firms shall provide information indicating that they are qualified to perform the service (brochures, description of similar assignments, experience in similar working conditions, availability of appropriate qualification and experience among staff with signed curriculum vitae, list of the technology, database, software & hardware etc. to be used for engineering analysis, financial and managerial capacity should be submitted.)
3. The Expression of Interest (EOI) shall be submitted in 2 (Two) sets (One Original & One Copy) on or before the specified date and time to the office of the undersigned. The proposals /applications will be opened as mentioned in presence of the representatives of the EOI applicant (if any). The Expression of Interest shall be submitted in sealed envelope and clearly marked with name of the assignment to the office of the Inviting official.
4. Any EOI submitted after closing time and date or submitted through telex / fax / mail shall not be entertained.
5. Interested applicants may obtain further information from the undersigned during the office hours (9:00 to 17:00 hours BST).
