Brief Description of Assignment |
: |
1. The Government of the People's Republic of Bangladesh has received financing from the World Bank for Bangladesh Road Safety Project (BRSP) and intends to apply part of the proceeds for Procurement Consultancy Services to assist Project Implementation Unit (PIU) / Roads and Highways Department (RHD) for implementing the project.
The project is being led by Roads and Highways Department (RHD) to be jointly implemented with Bangladesh Road Transport Authority (BRTA), Bangladesh Police (BP), and Directorate General of Health Services (DGHS).
2. The broad scope of consulting services (“the Services”) include to carry out following in the project:
I. Prepare drafts to Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Bidding Document, Request for Proposals (RFP), Request for Bids (RFB) and Pre-Bid Meeting Minutes as per World Bank Procurement Regulations;
II. Guide and Conduct Procurement in accordance with World Bank Procurement Regulations for IPF Borrowers” (Fourth Edition, November 2020) (“Procurement Regulations”) the Bank’s Systematic Tracking and Exchanges in Procurement (STEP) system will be used to prepare, clear and update Procurement Plans and conduct all procurement transactions for the Project
III. Take part, as a member of Bid/Proposal Evaluation Committees;
IV. Ensure that all Procurement management activities are conducted in accordance with World Bank (IDA) guidelines and GOB rules and procedure for the intended purposes.
3. Expected date for commencement of the services is January 2024 and the tentative duration of the entire assignment is about 54 (Fifty Four) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given below).

The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Selection criteria are:
• S/he should have at least Bachelor’s Degree in Engineering/Procurement/Supply Chain Management or equivalent qualification in a related field.
• Minimum 10 (Ten) years of general experience out of which seven (7) years of experience as procurement specialist / Procurement Consultant or working experience in Procurement team having dedicated/core procurement role against the designated post. Experiences in the project of World Bank, ADB or other development partners.
• Specialized knowledge of procurement of goods; various forms of construction contracts; selection/ contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management; FIDIC contracts etc.
• Proven experience of FIDIC contract will be preferred.
• Knowledge and understanding of e-Government Procurement (e-GP)
• Should have strong interpersonal and communication, skills, Ability to work individually or in team to deliver services with strict deadline and in cross cultural environment.
• Individuals who are currently working on other bank financed projects and have more than 3 months remaining in their existing contracts will not be considered.
• Serving Government civil servants who are on the Government’s regular payroll (excludes constructed employees) will not be considered unless they are already on leave of absence without pay from the Government as of the deadline date for submission of applications.

i. The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank's policy on conflict of interest.
ii. An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations. |
