SR/2023-24/CPTU-1l Procurement Post Review Consultant Directorate General of Health Services The consultant shall – a. assess the procurement and contract proceedings executed by the procuring entity and identify non-compliance with the Procurement Act and Rules, b. verify, to the extent possible, whether the Goods, Works and Services contracted were supplied/performed and/ or completed according to the required specifications, technical standards and Terms of References (ToR), c. determine inappropriate practices or questionable decisions and/ or actions, d. verify whether goods and works exist at intended locations and are fit for purpose and ensuring value for money. e. identify remedies to correct the identified deficiencies or limitations, etc.
Experience, Resources and Delivery Capacity Required : IMED now invites eligible applicants (individuals) to indicate their interest in providing the above services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment. The following qualifications and experiences of the applicants are required for the assignments and they are required to substantiate the documentations presented for the assignment during interview. (i) The applicant has a Bachelor/Master degree in Public Procurement Management/ Procurement and Supply Chain Management/Engineering/Business Administration/Economics/Statistics/ Management/Accounting/ Finance/ Marketing or any subject of Science/Social Science. Three-week training on public procurement management will be considered as an added advantage. (ii) The candidate has 10 (ten) years working experience in the field of government procurement or have had responsibilities with a substantial content of his/her position in the procurement area (e.g. use of internationally accepted contract documents for goods, works and consulting services, sound understanding of principles underlying procurement practices, understanding of GoBs procurement rules and procedure, ability in identifying and resolving procurement issues). The applicant has experience with the procurement transactions following development partners procurement guidelines/regulations, including recent updates in procurement policy and its implication in the project, standard procedures and tender documents for goods, works and services. The applicant is required to have knowledge on e-GP system of Bangladesh which includes preparing e-tender document, processing procurement through e-GP portal, reviewing tender documents & evaluation reports, etc. The experiences in procurement post review on public procurement will be considered as an added advantage. (iii) The applicant has strong communication skills in presenting, discussing and resolving difficult issues, ability to work efficiently and effectively in a multi-disciplinary team, fully conversant and possesses skills in MS word, Excel, Power Point and other software applications on monitoring system.
Other Details (if applicable) : Expressions of Interest (EOI) must be submitted along with application using Request for Application (RFA) within 4 pm of 9 November 2023 either in sealed envelope clearly marked “EOI for conducting Procurement Post Review for package no.…..” and sent directly to the office of the Director General, CPTU, IMED. The RFA and detailed Terms of Reference (ToR) will be available upon request either through email (ppr2324@cptu.gov.bd) or contact in person at the Office of the Director General, CPTU. Late submission will not be considered.
