INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
The brief description of assignment regarding the Establishment of Woven polypropylene (WPP) bag with inner liner manufacturing plant” for the TEFS for consultants responsibilities/assignments are furnished which are included ,but not limited to the following.
1. Examine and carry out the site investigation, site survey, sub soil investigation (Soil test), proposed plant location (including aerial map), raw material sources, detailed market analysis and associated study, sources of energy availability, study of transportation facilities, study of existing and other related facilities for preparation of tender documents for the proposed project.
2. Prepare and provide technical specification, plant layout plan, necessary GA(General Arrangement ) drawings, estimated cost and special condition for the proposed project.
3. Prepare and provide preliminary standard tender documents for EPC contracts for the proposed project.
4. Provide IEE, EIA , EMP reports related to proposed project.
5. Provide conceptual design, drawing, codes, and standards in the submitted report and ensure compliance with Client’s requirements.
6. Provide standard guideline and checklist to check whether all machineries and equipment are made as per technical specifications, codes and standards, cost &basis of cost.
7. Provide standard guideline and checklist to check and monitor whether the land development, pilling, construction, probable supplies, receives at plant site, erection and installation works of the proposed project are made accordingly.
8. Provide standard guideline and checklist for certifying the mechanical completion of the project.
9. Provide standard guideline and checklist to check performance of (individual) equipment of all critical steps leading to final acceptance of the project.
10. Provide standard guideline and checklist to check and certify whether the pre-commissioning and commissioning of the equipment and plant are carried out as per Client’s requirement.
11. Provide standard guideline and activity checklist to monitor the implementation activities of EPC contractor(s) of Client up to hand over the project to Client.
12. Provide standard guideline for performance guarantee test run for certifying the EPC’s PGTR (Performance Guarantee Test R un).
13. Risk analysis and risk mitigation/ any alternatives.
16. Provide strategic plan for Business continuation, sustainability &recovery .
17. Other assignment as per schedule of requirements. Finally furnishing a detail technical, financial and commercial viability study report as per Enclosure-1 , Format of Planning Commission.

| Experience, Resources and Delivery Capacity Required |

16.1 Background of Firm(s) with detailed brochure to be submitted along with authentic document and proof of each and every credit criteria mentioning their facilities and areas of expertise registration Certificate, registered address, legal status information of non-performance of contract and pending litigation (if any). Experience certificate by End-user in their letter head pad mentioning name with designation and contract details (Phone no, e-mail etc ) of the issuing person. Without such evidences the proposal shall be rejected.
16.2 The Consulting Firm will demonstrate experience of at least five (05) years in similar assignments of managing procurement, Designing, Developing, and Installation of WPP Bags with inner liner manufacturing plant. The EoI should contain the following information and documents to demonstrate itslegal status, qualification and experience:
• Professionals with a mixed set of skills, educational background and experience in the relevant fields that included in the field of assignment;
• Name and background of the firm with general and similar experiences including firm`s brochure;
• In case of intention of forming association in the form of JV or sub consultancy, the name of them with relevant experience in specific assignment;
• Copy of the registration certificate with professional body;
• List of relevant professional staff with mentioning their qualification and experience;
• Summary on experience of the firm in similar assignment completed during last five (05) years, client name, contract value, and details of the task;
• Availability of resources and demonstration of capacity to carry out the assignment should mention in the EoI;
• Submission of the copies of all legal documents that the firms hold to carry out his business including VAT/IT registration certificate;
• The Consultant Firm will submit audit reports of previous three financial years to demonstrate the financial capacity.
Resources and Delivery Capacity Required
16.3 16.1 Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (CV of each experts with photocopy of certificates must be submitted).
16.4 Having average annual financial turnover of Tk 05 crore (Five crore) for last 3 (three) years; years counting backward from the date of publication of EoI Notice.
16.5 List of the experts in Techno-economic Feasibility Study (TEFS) for“Establishment of Woven polypropylene (WPP) bag with inner liner manufacturing plant by introducing energy efficient & environment friendly technology”.
16.6 As such reputed firms are hereby invited to submit proposals completing as per following Prescribed EoI Format.-1 and it is must.

Interested Firms may obtain further information on all working days during office hours from 10.00 hrs. to 16.00 hrs from the office of the undersigned.
The language of EoI’s document and all correspondence shall be in English.
Proposal shall be submitted into 1(one) original, 3 (three) copies and 1 (one) soft copy CDR media (Microsoft Word PDF).
All mandatory documents duly attested by designated person must be submitted along with the EoI. If any quarries are needed for clarification have to be send to maruf01672@gmail.com
The EoI shall be sealed properly and marked clearly on top side of sealed envelope.
EoI proposals will be received in BCIC up to 12.00 BST on, 25 / 10 /2023 in the box reserved for receiving the EoI proposals in the office of Planning Division, BCIC, BCIC Bhaban (15th Floor), 30-31, Dilkusha C/A, Dhaka-1000.
EoI proposals will be evaluated as per the provisions of PPA-2006 & PPR 2008 of Bangladesh
