The scope of services of the Procurement Specialist will include but is not limited to:
? Lead all sorts of bidding processes based on technical and financial analysis of proposed project. The procurement should be done in accordance with the guidelines of †M‡RU bs- Gm Avi I bs 307/AvBb/2005-(cŠi-1/2, Gg-4-92,Ò XvKv wmwU K‡c©v‡ikb (D‡`¨vMx ms¯’vi A_©vq‡b eûZj evwYwR¨K ev AvevwmK feb wbg©vY I `xN© †gqv`x e‡›`ve¯Í I n¯ÍvšÍi) wewagvjv-2005. The procurement steps are like the following: (a) Site Selection (b) Preliminary requirements of DNCC (c) Finalization of Tender Documents (d) Advertisement of proposal (e) Receiving of proposal (f) Evaluation & Negotiation of proposal by 07 member committee (g) Preliminary letter of acceptance (h) Ministry approval (i) Contract signing (j) Letter of award (k) Share handover (l) Operation & maintenance.

| Experience, Resources and Delivery Capacity Required |
: |
a. Minimum B.Sc. in Engineering (Having an additional master’s in Engineering/ Procurement/Economics/Statistics/Finance/Business Administration/ Management/ Law or other relevant field will get preferences);
b. Candidates shall have at least 15 (fifteen) years of relevant experience with 25 years of general experience as either a procurement specialist/ consultant or in roles where procurement has been a major part of the job;
c. Candidates having Diploma/Training on Contract Management from reputed foreign institutions will also get preference;
d. Knowledge of national public procurement regulations Laws and Rules and procedures including experience in public sector operations;
e. Candidates having advanced academic/professional qualification(s) in procurement and supply chain or membership of renowned international institution(s) in the field of procurement/purchasing and supply chain along with expertise and work experience in public private partnership (PPP) project;
f. Excellent communication skills in English and Bengali, both written and spoken, and competency in computer operation (MS office etc.);
g. The candidate will be self-motivated, with strong organizational and planning skills with the ability to work independently as a team player and under pressure. He/she will have strong interpersonal communicative skills, and the ability to organize and impart training to the project implementing staff on procurement.
