INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of the People’s Republic of Bangladesh has received a loan from the World Bank (with co-financing from Asian Infrastructure Investment Bank -AIIB) to finance Rural Water, Sanitation & Hygiene for Human Capital Development Project and intends to apply part of the proceeds for consulting services. The Department of Public Health Engineering (DPHE), under the Ministry of Local Government, Rural Development and Co-operatives, Government of Bangladesh intends to apply a portion of mentioned credit to hire a Research organization/NGOs/Consulting Firm to assist DPHE to provide consulting services for Accessing and Piloting Innovative Integrated Waste Management System (Fecal sludge and solid waste) for Rural Areas. The scope of the services will be to piloting an innovative integrated waste management system for rural areas implemented in selected 2 unions of selected 2 project Upazila considering different geographic and geophysical context. The main objective of the assignment is piloting a Waste Management (Fecal Sludge Management and Solid Waste Management) service in rural areas of Bangladesh. The specific objectives are cover as follows: - To assess and pilot innovative sustainable safely managed sanitation services (integrated fecal sludge management and solid waste management) under the Institutional and Regulatory Framework for FSM in selected rural areas of Bangladesh. - To demonstrate fecal sludge management of the feces of households and toilets of public places along with solid waste management through the pilot aiming at scaling fully/partly across the rural area of the country by engaging local stakeholders. - To improve the capacity of local stakeholders for Fecal Sludge Management integrated with solid waste management (SWM) service and to provide operation & maintenance support & business model for the system. The specific scope of the consulting services will include, but not be limited to the followings: - Concept development, situation analysis, development implementation plan, and business model guideline for integrated Waste Management System. - Stakeholder analysis, conduct awareness raising and capacity building campaign. - Execution of Implementation Plan, organizing national-level learning dissemination events, documentation and O&M of implemented business model. Duration of the Consultancy services is 24 (Twenty-four) months including 6 months for situation analysis, program designing, capacity building and 18 months for full-scale pilot implementation, reporting and learning dissemination. Interested firms/organizations should access detailed Terms of Reference (TOR) from DPHE website (www.dphe.gov.bd).
Experience, Resources and Delivery Capacity Required : DPHE invites interested Research organization/NGOs/Consulting Firm demonstrating their qualifications and expertise to perform the services. The REOI's will be reviewed on the basis of the following: (i) Age of the firm(s) including brochures/profiles; (ii) General & Overall Experience of the firm (s) over the last 10 years. (iii) Description of similar assignments (including nature, duration of the services, total value of the contract, employer/Implementing Agency, location of services etc.). (iv) Financial strength of the firm (Audited balance sheet/Annual Turnover of last two years or Bank Solvency Certificate etc.), (v) Detailed CV of Key professionals for performing the assignment (vi) Availability of resources (office space, logistics facilities, equipment etc.); (vii) Other relevant documents (Updated Trade License/Registration/ VAT & TIN Certificate/ Incorporation Certificate etc.). The short-listing criteria are as follows: • The Research organization /NGOs/Consulting Firms must have at least 07 years’ experience in sanitation infrastructure-related projects in Bangladesh or other developing countries. • At least 05 years’ proven experience in implementing fecal sludge management or solid waste management projects in rural and urban areas of Bangladesh. • Demonstrated experience in design and implementation of innovative approaches & technologies for sanitation services of Bangladesh. • Proven experience in Operation and maintenance of innovative model in terms of FSM or SWM etc. like the said assignment in rural and urban areas of Bangladesh. • Experience in development partners funded similar nature projects will be given preference. Interested Research organization/NGOs/Consulting Firms are requested to submit the relevant supporting documents in support of the above-mentioned criteria. The attention of interested Research organization/NGOs/Consulting Firm is also drawn to Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest.
Other Details (if applicable) : The interested Research organization/NGOs/Consulting Firm is allowed to submit the Expression of Interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local. Alternatively, if consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. The Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Expression of Interest (EOI) must be submitted in 01 (One) Original + 01 (One) Copy along with 01 (One) soft copy (in Pen drive) in a sealed envelope to the undersigned by 3:00 pm (BST), 03 September, 2023. The Procuring Entity reserves the right to accept or reject any/all EOI’s without assigning any reason whatsoever.
