INFORMATION FOR APPLICANT

Brief Description of Assignment : The project includes widening of the existing 13.40 km at-grade road and construction of 15.31 km long new elevated road/expressway over the haor area including associated facilities. The principal roles and functions of the Consultant shall include the following: • Review of the Design, Contract Documents in compliance with the requirements of the Construction Contract • Inspection, monitoring and certification of the Works • Review of the Contractor’s Quality Assurance System • Review of the Contractor’s Environmental Management System • Review of the Contractor’s Site Safety Plan & Site Security Plan • Reviewing the inspection and test plans and results of testing • Conducting the procedures required Employer’s Taking Over • Reviewing Contractor’s Documents, the execution of works and completed works For details background of the project and scope of services, draft Terms of Reference (ToR) is available at the website: www.bba.gov.bd or/and can be found at the office of project director.
Experience, Resources and Delivery Capacity Required : Applicant should provide information demonstrating that they have the required qualifications and relevant experience to provide the Services. For short listing of Applicants, the following criteria would prevail: (a) Core business & years in business: -At least 10 (ten) years’ Experience in design and construction supervision of Infrastructure projects. (b) Relevant Experience -Number of relevant assignments (Design and Construction supervision of Bridge/Elevated Road or similar infrastructure project) of the Firm(s) completed during last 10 year -Experience of the Firm(s) in similar assignment in similar environmental conditions. (c) Technical and managerial capability -Availability adequate number of appropriate experienced professional and availability of the adequate relevant resources to carry out the assignment. (d) Financial capacity/soundness (Financial performance & Financial situation) -Type of Financial information for evaluating financial capacity/soundness of applicant shall be: Net Worth , Working Capital, Total Revenue, Profits/Fees , Cash Flow from Operating Activities etc.
Other Details (if applicable) : Applicants are required to submit the following minimum “Supporting Documents” for substantiating experience, competency & capability and to facilitate the shorting process as per above-mentioned shortlisting criteria: a) EOI submission Letter including corresponding authorization letter b) JV agreement/letter of intent (if applicable). c) Legal documents (valid Trade License, Tax Identification Number (TIN), VAT Registration Number and company’s incorporation certificate etc.). d) List of completed assignments in infrastructure project for substantiating core business & year in business. e) List of completed relevant assignment in similar project (including total cost, total input, employer, location of service, description of service etc.) f) Updated Brochure including administrative/managerial structure with company’s organogram and available organizational resources relevant to the assignment. g) List of permanent professional strength with name, qualification and experience relevant to assignment. h) Audited financial reports for last three years for demonstrating financial soundness. i) History of litigation (if any) in courts or any arbitration proceedings. j) EOI shall be in a form of book binding mentioning page number including one copy marked as “ORIGINAL” and another 2 copies marked as “COPY” Note: All the Experience Certificates and other Documents shall be issued by the competent concerned authority(ies).
