INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
Scope of Service & Responsibilities:
The Assistant Finance Manager will be responsible for the overall financial management of the APCU, DAE implemented components of the Program and will support the agency in strengthening its financial management capacity. Key responsibilities include, but are not limited to:
a) Responsible to Additional Program Director –APCU, DAE
b) Support component Budget preparation, disbursement of funds to costs centres, maintenance of books and bank accounts & Monitoring of fund utilization
c) Preparation of statement of expenditure (SOE), cash flow forecast to claim funds against achievement of DLRs for submission to APCU-DAE.
d) Reconcile monthly program financial statements with Program records through iBAS++within 10 days of the end of each month.
e) Reconcile total year wise component expenditure as per audited financial statements with iBAS generated program expenditure under the APCU code and economic code as agreed in the financing agreement.
f) Submission of Annual Financial Statements for audit in accordance with IPSAS cash-basis or national standard as pronounced by the Comptroller and Auditor General (C&AG) within 90 days of the end of the financial year to the Foreign Aided Audit Directorate (FAPAD).
g) Support for implementation of the agreed program fiduciary actions included in the PAP.
h) Prepare memorandum of action taken to resolve queries, external audit observations and public accounts committee recommendations.
i) Ensure appropriate follow-up of compliance with legal provisions of the financial agreement of the program and j) Any other works as assigned by the Authority. |
Experience, Resources and Delivery Capacity Required |

Qualifications & Experience: Academic
a) Minimum M.Com/MBA in Accounting/Finance related subject.
Experience:
b) Minimum05(Five) years of work experience in financial management in Govt./ autonomous/private sector organizations
c) Practical experience in using the Integrated Budget and Accounting System (iBAS++) is preferred
d) Comprehensive knowledge and understanding of Government Financial Rules (GFR) and donor-fund requirements.
e) Work experience in handling fund of donor aided project/development projects will have an added advantage
f) Comprehensive knowledge and understanding in GOB and IDA audit system
g) Knowledge in accounting software is required.
h) High level of proficiency in written and spoken English and report writing
i) Computer literacy and skills (MS Word, Excel, and Power Point, other computer skills etc.) is essential.
j) A member of Bangladesh Civil Service (BCS) Audit and Accounts cadre /State Owned Enterprise/Autonomous Bodies/Regulators will be preferred. |

2. PCU, PARTNER now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. Details Terms of Reference (TOR), CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DAE’s website (http://www.dae.gov.bd/).
4. The consultant will be selected following the Public Procurement Rules and Act.
5. Expression of Interest shall have to be submitted to the address below (in person, by mail or through email) by 24 August, 2023 by 4:00 pm and be clearly marked as "Expressions of Interest for the position of )” in the emails subject line or on top of the envelope.
