Improve GUI interface to operate optimum guidance, easy understanding of business or data flow, more communicative to non-relevant operators, data availability by minimum key strokes.
Improve frontend technology to reduce server roundtrip and ensure seamless routing and page transition for super faster data throughput.
Technological upgradation as well as new feature inclusion and customization of existing features of all modules of existing running Billing Software of Dhaka WASA.
Functional enhancement to meet consumers’ desire and improve bottlenecks.
Microservice based software architecture implementation for flueless business process scalability, flexible integration, allows cross-functional teams to develop-test-deployment in optimum time.
Seamless voucher integration with DWASA accounting software for measuring daily collection and provide facility to revenue forecast with strong data analytics tools.
Automated reconciliation with connected banks for maintaining data validation and consistency with accounting software of DWASA.
GIS interface for geographic location (Zone, DMA (District Metered Area etc.)) based bill data (Collection, Due, Overdue and Pending) analysis.
AI (Artificial Intelligent) implementation for bill and invoice process to prevent fraud invoice, data exchange from AMR and SCADA to billing software.
Customized data analytics board for consumer demand analysis, revenue forecasting, market trend analysis and many more
Android and iOS based Mobile application for external and internal users. External users will get bill information and able to pay through online payment system, complain raise and issue tracking etc. Internal users of DWASA will be able to operate all modules of billing software. They also be able to do feature personalize.
Online secured payment gateway implementation for making payment from anywhere at any time to avoid queue in bank.
Integration and Interfacing with IOT devices used into AMR and SCADA for automated data connectivity with billing software.
Integration with DWASA ERP including accounting software for maintaining single sign-on (SSO) through OTP for controlling data accessibility and security.
Dynamic dashboard facility of billing software for creation demand oriented customize dashboard with real time data presentation for management team of Dhaka WASA.
Centralize tokenize support system for uninterruptable software operation and life line tracking of an issue.
Cloud data storage for multiple redundancy and data accessible from nearest geographic location without any interruption. This will enable data protection using active data guard, automatic data backup and stored into different location to prevent a probable disaster.
Modernize existing web portal with latest lightweight technology to rebuilt web gateway for public accessibility of getting different types of digital services as well as their billing upto-date information and communication with DWASA authority.
Role and action-based user management to secure data access.
BI (Business Intelligent) tools for need basis custom data preparation and export facility. Data can be presented by Charts, graphs and other readable format.
Reduce operational processing time and provision to deliver policy-based information.
Information availability as on when required.
Ensure multi-level data security and maintain strong and secured audit log with data snapshot for tracking data and activity history. Log information can be combination of Device MAC + IP + User + Time + Action Type + Location etc.
Reports must be generate within minimum time possibly by 5 seconds.
The Consulting firm must arrange sufficient number but not less than 20 working days training to transfer technology. |
| Experience, Resources and Delivery Capacity Required |

The consulting firms must prove their technical ability and operational strength to undertake and move this work forward without any interruption in terms of the following key criteria.
1. The consulting firm must have legal capacity to enter into the contract.
2. The firm shall not have any litigation history of the last 3 years.
3. The firm must have minimum 8 (Eight) years of working experiences in Software and Service Development out of which at least 5 (Five) years of experience in national for public sector (with proven document).
4. The firm must have successfully executed at least 01 (One) OLTP (Online Transaction Processing) software/solutions/service within the last 3 (Three) years with high volume of concurrent users (proven document needed).
5. The consulting firm must have at least one software development experience which minimum contract value 03 (Three) Crore in government/semi-government/Autonomous of nationwide project within last 03 (Three) years. Work Order & Completion certificates must be submitted for documentary evidence. Have to submit Live URL’s.
6. Liquid asset/credit line facility/free cash fund not less than BDT 3 (Three) Crore Bank documents in support of liquid asset/credit line must be submitted.
7. The consulting firm must have update audit report of past 3 years and yearly average turnover for at least Tk. 6 (Six) Crore of the last 3(Three) years.
8. The firm must have minimum CMMI level 3 certification with validity.
9. ISO 9001:2015, ISO 27001:2013, IEC/27001, ISO/IEC/27701, ISO/IEC/IEEE 90003 Certified Company will be given preference.
10. The consulting firm must have sufficient and experienced Team Leader, Software Architect, Senior Software Engineer, Software Engineer, Database Administrator, System Administrator, SQA Engineer, Software Support engineer for execution of this assignment. A complete LIST of ICT Personnel with Name, designation, years of experience, expertise, photo etc. should be submitted along with the EOI.
11. The firm must submit Company Registration, valid & up-to-date Trade License, BIN Certificate, Income Tax Return of last 3(Three) years, VAT Registration Certificate, Bank Solvency Certificate, and Project Completion Certificate from clients.
12. Undertaking that the firm has not been blacklisted or debarred by any government/Semi Government/Autonomous organization.
13. The firm should have own/representative officer and strong presence in Dhaka city with well-equipped office, company expertise, strength and experience, core functions, Required IT Equipment’s, products and services, logistic capacity to carry out this assignment.
14. EOI shall be submitted in sealed envelope, delivered to the address of the undersigned. The Firm must submit 01 (One) Original + 02 (Two) Copy and 1 soft copy of the EOI Proposal.
