INFORMATION FOR APPLICANT

Brief Description of Assignment : "Scope of Service& Responsibilities: The scope of service of the Gender Specialist will include, but is not limited to: a) Responsible to the Program Coordinator, PCU at DAE enabling all APCUs achieve the objectives of gender inclusion and empowerment, and management of risks of gender centric discrimination and SEA/SH in project implementation process. b) Prepare and agree with the PCU on a work program of gender actions under the Program in consultation with all APCUs. c) Conduct an analysis of gender dynamics throughout the project/activity design and implementation process. d) Review available literature on gender gaps in agriculture, Program documents,and international good agriculture practices for women’s engagement in agriculture to generate a gender baseline for the Program and set indicators for monitoring and evaluation of Program impacts on women empowerment and outcomes. e) Review Program activities by APCUs,including any infrastructure construction and methods of implementation,and identify risks of gender-based violence (GBV), including sexual exploitation and abuse (SEA) and sexual harassment (SH), and implement measures to mitigate those risks. f) Enhance the capacity of APCUs and stakeholders through sensitization training and workshops including 1)provide support to APCUs prepare standard training modules for promoting women participation in agriculture specific to DLIs; 2)help APCUs develop gender and GBV training curriculum in collaboration and consultation with stakeholders; and 3)organize gender and social and environment risks management and awareness raising meetings, seminars, workshops, etc. g) Review Program GRM, the Central GRS, and existing complaint management systems available with the Ministry of Agriculture (MoA), DAE, and the other APCU institutions under the MoA. h) Identify gaps and develop measures for securing complaints of gender discrimination and any complaints of SEA/SH incidents. Assess the quality, confidentiality, and comprehensiveness of existing protocols, if grievances related to GBV/SEA/SH are reported (linking survivors to services and avoiding re-victimization). i) Identify women and youth friendly agri-business solutions, and production and value chain technologies suitable for women group and facilitate their transfer in coordination with the relevant APCUs. j) Develop a Gender Strategy and Action Plan to promote women/female farmers’ participation and empowerment (along with social inclusion) to meet the Program targetfor each DLI and ensure enabling working environment for women. k) Support communication activities (visualization, infographics, and posters) to strengthen awareness ofsocial and GBV among APCUs, contractors representatives, workers, and local stakeholders. l) Monitor, evaluate, and coordinate the gender; and social and environmental risks management activities and maintain the database. m) Preparation of periodic and annual reports and help DPP revision, when required. n) Any other activity as assigned by the head of the PCU at the DAE."
Experience, Resources and Delivery Capacity Required : "Qualifications & Experience: Academic a) Minimum master’s degree in any branch of social science/agriculture science or related subjects with a research background. Experience: b) Minimum 15 years of work experience in government/autonomous/semiautonomous/ Private/ University/NGO/ international organizations. c) Minimum five years of work experience in the development sector and knowgenderand GBV,and prior training insocial development activities. d) Minimum three years of work experience in donor/ IDA funded/development project/NGOs/Private sector is preferred. e) Knowledge, skill, and experience in participatory methods for community development and mobilization. f) Group facilitation skills and experience. g) Training skills; at least two-year training experience. h) High proficiency in written and spoken English and report writing. i) Computer literacy and skills (MS) Word, Excel, PowerPoint, other computer skills, etc.) is desirable."

Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. 3.
