| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh has received a loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah- Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of Procurement & Contract Management Specialist (National).
The overall objectives of this consultancy service are to:
a) Strengthen the procurement and contract management capacity of the PIU in the execution of procurement and planned contracts within approved time frames and costs;
b) Oversee that all contract correspondences of the PIU and actions are made in compliance with the relevant contract agreements, stipulations, and documents in a timely manner; and
c) Ensure procurement and contract administration and management processes comply with the World Bank Procurement Regulations.
The details of scope of services to be performed by the ‘Procurement & Contract Management Specialist’ are outlined in Terms of Reference (TOR), which is available at RHD website: www.rhd.gov.bd or can be obtained at the address given at the letterhead. The expected date for commencement of the services is 01 December 2023. The Project site is located at Jhenaidah- Jashore districts and the duty station of the consultant shall be assigned by the Project Director. The indicative duration of the consultancy services shall be 22 (Twenty-two) months which may be extended based on the project’s requirements. |
| Experience, Resources and Delivery Capacity Required |

Roads and Highways Department (RHD) now invites eligible Individuals to indicate their interest in providing Consultancy Services. Interested Applicant shall provide information and applicable substantiation (all documentary evidence related to qualification and experiences) for demonstrating that they have the required qualifications and relevant experience to perform the Services as depicted in TOR. The qualifications and experiences requirements are as follows:
Academic qualifications
1) B.Sc. Engineering/Master’s economics/Statistics/Finance/Business Administration/ Management/Law or other relevant subjects is required.
2) Applicant having a qualification B.Sc. in Civil Engineering and ‘Master’s in Procurement and Supply Management’ (or similar) will be preferred.
3) Applicant having advanced professional qualification(s) from a renowned international institution(s) in the field of Public Procurement/ Supply chain management/ Contract Management (i.e. MCIPS or similar qualification) shall be preferred.
4) Applicant having relevant training in public procurement management /contract management from a recognized institution will be preferred.
Professional experience
5) Minimum 10 (Ten) years of professional public procurement management experience (procurement and contract management) is required.
6) Minimum 5 (Five) years of professional public procurement experience as a Procurement Specialist / Procurement Consultant or similar role in the World Bank, ADB, or other development partners financed projects for managing procurement and contracts is required. However, experience with World Bank financed development projects shall be preferred.
7) Hands-on experience in procurement and contract management of Supply contract (Goods); Construction contracts (Works); Consultancy contract (Service) is required. However, procurement management experience with large and complex civil works contracts shall be preferred.
8) Procurement experience with the FIDIC contract will be preferred.
9) Sound understanding, including hands-on experience on PPA’06, PPR’08, World Bank Procurement Regulations, e-Government Procurement (e-GP), STEP system(including complaint management module and Contract management module), FIDIC is required.
10) Sound Experience in Institutional Capacity building in terms of public procurement management (PPA’06, PPR’08, World Bank Procurement Framework-Guidelines/Regulations, e-Government Procurement ) is an added advantage.
11) Strong communication skills in presenting, discussing and resolving difficult issues and ability to work independently.

The attention of interested Individual Consultant is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” setting forth the World Bank's policy on conflict of interest. An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
