| Brief Description of Assignment |
: |
Main Tasks: Responsible for the analysis of in-depth assessment of fiscal risks related to SOEs beginning with a clear statement of enterprise objectives and the importance of the public policy objectives served by the enterprise.
Scope of Work:
? Organize sensitization workshops on the fiscal risk assessments statements to be attended by
officials from SOEs senior management and boards of directors, Finance Division and Line
Ministries.
? Maintain the financial risk assessment tool;
? Coordinate with the data entry analysts for the collection of SOE’s financial data and the financial
relationship with the government budget;
? Carry out a comprehensive fiscal risks assessment of all SOEs and identify ten SOEs with the
largest fiscal risks;
? Conduct a scenario analysis to predict how the fiscal baseline of SOEs would be affected by
changes in macroeconomic conditions;
? Carry out on-site inspections to clarify any issues identified in the data provided by the SOEs;
? Prepare the Statement of SOEs’ Fiscal risk assessment, two sets of statements are to be
prepared; one aggregate containing the information for all SOES and the other is SOE specific;
? Prepare a presentation of the key elements of the fiscal risk assessment statements for
presentation to senior government officials in the Finance Division and other government
institutions as required;
? Prepare by-weekly progress reports to be presented to the independent performance evaluation
Committee;
? Any other tasks assigned by the Program Implementation Team (PIT);
? Submit monthly work plan before beginning of each month and work progress after completion of
every month. |

Masters in Accounting/ Finance/ Economics/ Public Administration/ Public Policy/
Management/ Financial Management/ Business Administration/any other relevant

10Senior Consultant: Research Analyst
? Minimum 15 years of professional experience in general, non-profit, or government
organization. Experience of working in SOEs will be preferred. |
