| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah- Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of ‘Land Acquisition and Resettlement Specialist (National)’. The overall objectives of this consultancy service are to:
a) To support, implement, and advice the RHD WeCARE PIU in Land acquisition, resettlement, rehabilitation including income restoration management of the project following the requirements of the World Bank’s Environment and Social Framework-ESF, and National Laws.
b) Check all associated reports, data, procedure as instructed by PIU
c) Ensure that Land acquisition, Resettlement and Rehabilitation activities are conducted in accordance with GOB and WB policies but at the same time aids with timely implementation of the project.
The details of scope of services to be performed by the ‘Land Acquisition and Resettlement Specialist’ are outlined in Terms of Reference (TOR) which is available at RHD website: www.rhd.gov.bd or can be obtained at the address given at the letter head. Expected date for commencement of the services is 01 November 2023. The Project site is located at Jhenaidah- Jashore districts .The indicative duration of the consultancy services shall be 15 (Fifteen) months which may be extended based on the project’s requirements. Roads and Highways Department (RHD) now invites eligible Individual to indicate their interest in providing the Consultancy Services.

| Experience, Resources and Delivery Capacity Required |
: |
Interested Applicant shall provide information and applicable substantiation (documentary evidence related to qualification and experiences) for demonstrating that they have the required qualifications and relevant experience to perform the Services as depicted in TOR. The qualifications and experiences requirements are as following :
1) At least Master’s degree in Social Science/Social Work/Anthropology/Development Studies /Management or equivalent qualification in a related field.
2) At least 10 years experience in the area of social development, including land acquisition, survey, resettlement and rehabilitation , income restoration related to construction or logistics infrastructure projects.
3) At least 5 (Five) years experience with similar role in designing or implementation of LAP and RAP in development partner’s funded infrastructure project.
4) Experience of undertaking or monitoring LAP and RAP preparation and implementation for Highway project will be considered as an added advantage.

The attention of interested Individual Consultant is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” setting forth the World Bank's policy on conflict of interest. An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
