INFORMATION FOR APPLICANT

Brief Description of Assignment : i) Administer the construction contracts following the contract conditions of CPTU standard document. ii) Ensure that all works comply with the approved engineering designs and technical Specifications, agreed schedule and budget, terms and conditions of the contracts standard engineering practice, and International safeguards policy: iii) Provide general guidance and issue instructions to contractors. iv) Making engineering decision in consultation with the project Director. v) Advise the Project Director on work progress, quality control and implementation issues, if any. vi) Clarification about the disputed points, anomaly, error, or risk that could affect the project objectives and make the appropriate recommendations and/or take the necessary actions to remedy them. vii) Ensure that the construction method proposed by the contractor for carrying out the works are satisfactory. viii) Inspect contractor’s construction equipment; results of materials and soil tests: safety of the works property and personnel; and schedule of mitigation measures for adverse environmental impacts. Notify contractors to remedy works and materials that fail to comply with specifications. ix) Monitor and supervise (a) progress of contractors works vis-à-vis contract schedule, and (b) progress of contractors’ works vis-à-vis applicable technical specifications and design. x) Develop the quality assurance system and quality control plan for provisions of RCC structures. xi) Established procedures to verify contractor performance and report progress and problems on time, including quality control reports, quality survey records, request for variation or change orders, and contractor’s claims and invoices. xii) Evaluate any proposed changes (e.g. time, scope and cost) by the contractor during the course of the project. xiii) Review and certify work volume and cost process interim and final payments of the contractors and provide recommendations to contractors for bill payments as per direction of DSCC authority. xiv) Ensure project financial management procedures are in place and are strictly followed, specifically relating to payments, financial accounting, requests for time extension and contractors’ claims and invoices. xv) Ensure that the construction methods as proposed by the contractor for carrying out the works are satisfactory with particular reference to the Environmental Management Plan, inspection of contractor’s construction equipment; and safety of the works, property, personnel, and general public; the schedule of mitigation measures for adverse environmental impacts to be monitored by the consultant will be provided. xvi) Supervise and monitor the implementation of Environmental Mitigation Plan (EMP). In case of unexpected environmental impacts, coordinate with the Project Director and PMC to recommended necessary mitigation measures to the Committee of DSCC for implementation. xvii) Ensure that awareness materials are distributed. xviii) Prepare and issue the following reports, the format and content of which are to be acceptable to the employer: an inception report, a quality assurance manual, a brief monthly progress report, a detailed quarterly report, a detailed project completion report and maintenance manual.
Experience, Resources and Delivery Capacity Required : The EOI must contain information demonstrating that they are qualified to perform the services delineated above. Criteria of evaluation of the EOI shall include: ? Eligibility – the firm or, in case of a consortium, the lead firm or any member of the consortium must not be included in the list of sanctioned firms by the Bangladesh Government; ? Management Competence – information such as the age, legal status, reputation, organizational structure, and financial and managerial capability of the firm or the consortium shall be assessed to judge their competence; ? Technical Competence – the EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets, which should be annexed to the EOI; ? Geographic competence – the EOI should also mention the firm or consortium’s experience to work anywhere and experience of working under DSCC;. and ? HR Competence – the EOI should demonstrate the availability of pool of qualified and experienced engineers & architects with the firm or the consortium. ? Local Consulting firms who have minimum 05 (five) years of general experience in the related field. ? The consulting firm shall have experience as Prime Consultant for at least 01(one) number similar type of service during the last 10 (ten) years; ? General information including legal documents i.e Company registration/Trade license, TIN & VAT registration certificate, Income Tax certificate etc. ? List of similar nature service completed and end progress; ? Relevant experienced and professional qualified personnel & staffs; ? Availability of resource to carry out the assignment; ? Administrative strength, Logistics (office space, List of equipment, Transports etc) and financial capability.
Other Details (if applicable) : A consultant may associate with other local/foreign consultants to enhance their qualifications. In that case, the JVCA agreement shall be submitted along with the EOI proposal.Envelope containing EOI proposal along with relevant supporting documents to be sealed and marked the “Expression of Interest (EOI)” for Supervison and Monitoring Consultancy Services for Development of Kalunagar Khal, Jirani Khal, Manda Khal & Shyampur Khal
