INFORMATION FOR APPLICANT

Brief Description of Assignment : The objective of the Feasibility Study is to assess the technical and financial aspects of an investment project of developing an Automated Mail Processing Centre (AMPC) of Bangladesh Post Office. The study shall encompass four components of individual studies. Component 1: Study on Automation of Mail Processing Center (AMPC): a) Identify the existing land of BPO for the proposed project in 64 districts. b) Feasibility of proposed AMPC to be implemented on the existing land/infrastructure or it would require to purchase/acquire land or any other feasible option can be recommended. c) Create outline of technical design consisting of software part, software-controlled robotics & IOT component and general infrastructure/hardware part. Component 2: Study on Digitalization/Automation of Different Services of BPO: This component shall cover evaluation of the need for a) upgradation and integration of existing software in providing different services; b) developing mail monitoring software for sorting, tracking, transportation and delivery of mail and parcel; c) developing a virtual market place in order to promote E-Commerce for merchants, customers and entrepreneurs; d) developing software on GIS/Bitmap, PMIS, counter management software for major post offices; and e) developing a software based accounting system of BPO. Component 3: Study on Development of a Business Model/ Sustainability Plan: a) Justify the project, the business model or development of a substantiality plan, b) Identify the scope of engaging commission-based agent in collection, transportation and delivery of parcel and transportation of agro - product. c) Identify the role of E-commerce organization in business model. Component 4: Study on Agro-based Product: a) The study should focus on the harvesting time of different types of fruits, vegetables, flowers, fish, etc. that are cultured in different geographical area of Bangladesh, b) To review the existing rules/regulations of BPO and recommend to reform the rules/ regulations, if necessary.
Experience, Resources and Delivery Capacity Required : The Consultant should have strong international capabilities and proven track record of carrying out feasibility assessment/establishing similar AMPCs and their operational aspects including the institutional set-up. The Consultant may choose to carry out the feasibility assessment using its own organizational resources, or form a Joint Venture (JV) with local or international firms/experts in. It is important to demonstrate that the high level of technical/subject matter expertise (in the field of software and hardware engineering, EEE in engineering, Civil, Mechanical engineering, ICT etc.; in the field of solution architect, software specialist with full stack software development, infrastructure specialist, etc.; in the field of economist, agricultural economist, agriculturalist, transport economist, etc.; in the field of business management, marketing and marketing promotion, economics etc.) along with local knowledge, and language capabilities are available. Consulting Firm should have at least three years of experience in feasibility study/ data collection/ data analytics sector.
Other Details (if applicable) : The consultants are to provide information to demonstrate that they are qualified to perform the services by submitting their company’s brochure, summarizing the firm's organizational details including key personnel, facilities, areas of expertise, managerial strength, financial capacity & yearly turnover of the firm for last 5 (five) years, description of past experience in Project Data Sheet (PDS); a list of past and present assignment of similar nature & operating conditions; availability of appropriate professional staff showing their qualification and experience etc.; and any other information that may show the applicant’s ability to carry out the assignment satisfactorily that shall demonstrate the firm’s reputation as a professional body & its reputation for maintaining a satisfactory relationship with the client.
