Selection of a professional Consulting Firm
to prepare master plan for the establishment of proposed Bangabandhu Sheikh Mujib safari park, at Lathitila beat of Moulvibazar.
The followings are the specific objectives of the project:
a) Prepare master plan for long term management of safari park based on the results of feasibility study.
b) Prepare Development Project Proforma/Proposal (DPP) for future development.
The duration of this assignment is up to 31 Dec 2021 and expected to commence from 01 July 2021.
A master plan will be the compilation of several plannings to be developed under this activity. The selected consulting firm with coordination of feasibility study team along with Forest Department officials work together for identifying the components for master plan development.
The Consulting Firm will work under the direct control and supervision of the Project Director (PD) and will perform the following duties and responsibilities with the guidance of the prescribed Terms of Reference (ToR) which includes:
Collecting and reviewing the existing plans of the proposed area as well as national plans to prepare consistent master plan aligning with national plan,
Collect information as appropriate for master plan development, Identify the components to be included in the master plan and share with FD for finalization, Collect, analyze and represent the data on socio-economic parameter. Prepare a socio-economic development plan, Organize consultation meetings, workshops, seminars at regional and national level for finalizing the structure of master plan, Coordinate with RIMS unit or firm for getting the land use/cover information and mapping the area, Prepare tentative budget for development of different infrastructures and procurement, Assess and identify the required man power for future management, Prepare waste management plan for both solids and liquids, Prepare biodiversity conservation plan, Conduct socio-economic survey in the impact zone of the proposed area, Develop master plan of the area along with layout plan, tentative design of different infrastructures and civil works etc., Prepare an animated presentation of the master plan with detail structural plan including several plannings such as landscape development plan, biodiversity conservation plan, communication plan, visitor management circulation plan, thematic design of all civil works conducive wildlife etc. Conduct consultation workshop at regional and national level to validate the master plan by the Government of Bangladesh. The prepared DPP in government format (along with detailed plan and design, detailed cost estimate, procurement budgeting, manpower engagement etc.) will also be accepted by the government. |
| Experience, Resources and Delivery Capacity Required |

Interested consultants must fulfill the following qualification, experience and requirements:
• The consulting firm should be experienced in designing environment friendly and conducive to wildlife infrastructure.
• At least 5 (five) years experience in the preparation of master plan of safari park, Eco-Park/ Tourism Park/ Industrial park/Protected Area in developing countries including Bangladesh with verifiable success in the delivery of high-quality outputs within the time and budget constraints.
• The firm should have valid government registration.
• Firm should have adequate manpower and expert with experience.
• Experience of similar assignments.
• The experience with African safari and Asian Protected Area Management will be considered as the additional qualification for the Team leader or Safari Park Management.
• Proven record of designing and supervising of the professionals in the regular payroll of the firm.
• Must submit valid Trade License, Income Tax return certificate, VAT registration, Bank statement.

1. The Consulting Firm will be selected using the Public Procurement Rule 2008 and Quality and Cost Based Selection method will be followed.
2. Only Short-listed Firms will be allowed to submit RFP (Request For Proposal).
3. Interested consultants must provide documents (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) in support of their experience and qualifications demonstrating that they are fully qualified to perform the services along with the EOI.
