Brief Description of Assignment |
: |
BCIC has planned to build a new, modern, energy efficient & higher capacity Granular Urea Fertilizer Factory in the place of existing UFFL and PUFFL by shutting down the factories with the consumption of same gas by both factories. Production capacity of new fertilizer factory will be Granular Urea 2800 MTD (924000 MTY) & Ammonia 1600 MTD. A special trait of this Fertilizer factory In Bangladesh where the environment pollutant Carbon-Di- Oxide(CO2)will be captured from the Primary Reformer Flue Gas and the Production of Urea Fertilizer will be increased (about 10%) by using the captured CO2 which is unique in Bangladesh. For monitoring implementation activities of the said project, Client needs to appoint a reputed and experienced National Consulting Firm for about 42(Forty Two) months. Consultant's responsibilities/ assignments,
1.Checking & monitoring the Land Development, Pilling, Construction, Erection and Installation works of the General Contractor (GC).If any deviation is found, make a report to the Project Director about it.
2. Assist Project Management during the Kick-off meeting.
3. Review the Plot plan, Engineering design &
drawing.
4. Checking Procurement planning submitted by
GC.
5. Checking supply schedule given by GC.
6. Assist Client to clear the consignments in
reduced rated Custom duty.
7. Assist Client to Import & Re-export
drawback cargo of GC.
8. Monitoring arrangement of necessary fund for
payment of CD, VAT & other charges.
9. Supervise & provide necessary advice to the
Clients team regarding smooth Custom
clearance & transportation of Consignments
10. Check and ensure that all the delivered/ received machinery and equipments are in good condition and as per Contract between Client & GC as well.
11. Monitoring Installation, Fabrication and Assembling of the Equipment.
12. Monitoring Mechanical Completion & certify the Mechanical Completion report preferred by GC for submission to the Client.
13. Check performance of equipment and monitor all critical steps leading to final acceptance of the project and submit report to the client.
14. Monitor Pre-Commissioning and Commissioning activities for the Client step by step.
15. Monitor start-up of the Plant. Initially Plant wise & thereafter total Plant simultaneously.
16. Monitor performance of the Project during demonstration run and Performance Guarantee Test Run (PGTR) and submit report to the client.
17. Submission of following report with necessary comments
A) Mechanical Completion report.
B) Pre-commissioning report.
C) Commissioning report.
D) Demonstration run & PGTR Report.
E) Project Completion report after successful Completion of PG'TR.
18. Schedule control & related work progress report preparation.
19. Monitoring of the total implementing activities of the entire Project whether the activities are doing in accordance with the agreed Project Schedule. Monthly report is to be submitted to the Client by the Consultant. If any deviation is found, the consultant shall mention the same in their report with their comments.
20. To check & verify the monthly Work Progress report submitted by GC for payment purpose.
21. Final report submission regarding Final acceptance of the Project.
22. Assist Client during Technical meeting with GC.
24. Apart from above, rendering any other Technical Service related to project as & when required. |
Experience, Resources and Delivery Capacity Required |

Consulting Firm should have following qualification:
15.1) The Consulting Firm should be experienced & nationally reputed. Background of firm (s) with detailed brochure to be submitted along with authentic document and proof of each and every credit criteria mentioning their facilities and areas of expertise. Registration Certificate, Registered Address, Legal Status, Information of non- performance of contract and pending litigation (if any). Experience Certificate have to be issued by End-user in their letter head pad mentioning name with designation & contact detailed (Phone no., E-mail etc.) of the issuing person. Without such evidences the proposal shall be rejected.
15.2) Copy of Trade License, VAT
registration Certificate, Bank Solvency
Certificate, Income Tax Certificate etc. duly
attested by a 1st Class Gazetted officer must be
submitted.
15.3) Minimum 5(five) years' overall experience for Consultation. Having specific experience as Consulting firm of 01 no. heavy/medium chemical industry shall be preferable
15.4) Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (CV of each such experts must be submitted).
15.5) Having average annual financial turnover of BDT 85(Eighty Five) lakh for last 3 (Three) years.
15.6) List of the experts (namely Ammonia, Urea, Urea Granulation, Utility, CO2 Recovery Plant, Analytical Chemist, Power plant, Mechanical, Electrical, Instrument, Civil, Environment & Procurement Specialist etc.) and staff with qualification.

Interested Firms may collect EOI document on working days during office hours from the office of Controller of Accounts, BCIC(6th Floor) and General Manager(A&F), GPUFP, 15th Floor, BCIC Bhaban, BCIC, 30-31 Dilkusha C/A, Dhaka, Bangladesh. The price of EoI document is BDT 500.00(Non-refundable ).
The language of EOI document and correspondence shall be in English.
Proposal shall be submitted into 0l (one) Original, 03 (three) copies and 0l (One) soft copy CDR media (Microsoft Word PDF).
All mandatory documents duly attested by Gazetted officer must be submitted along with the EOI.
The EOI proposal shall be sealed properly and marked clearly on the top side of sealed envelope.
The EOI proposals will be received in GPUFP office, 15th floor, BCIC Bhaban, BCIC, 30-31, Dilkusha C/A, Dhaka-1000 up to 11.30 BDT on 24/ 10 /2019 in the box reserved for receiving the EOI proposals.
EOI proposals will be evaluated as per the provisions of PPA-2006 & PPR 2008.
Firm may associate with other consulting firm having similar experience in this discipline. In case of such association, JVCA Agreement as per PPR-2008(Regulation- 54 to be followed.
