INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
1. Scope of Task /Service:
The consultant will mainly undertake the following tasks:
a) Act as a member of bid evaluation committee(s). Evaluate bids, seek clarification and conduct due diligence as required for proper bid evaluation. There are approximately 5 Technical packages (Meteorological Equipment and associated ICT infrastructure), all of which to be advertised internationally and will follow the World Bank’s Procurement Guidelines. Procurement packages are mostly for goods and supply installation;
b) Prepare/review Bid Evaluation reports (Technical Part) following the World Bank’s bid evaluation guidance and forms;
c) Ensure that the Technical part of procurement is done in accordance with provisions of the Financing Agreement for the project and with the World Bank’s Procurement Guidelines;
d) Provide oversight to the Technical part of the procurement process to strengthen transparency of the Procurement process;
e) Actively participate in bid opening sessions, pre-bid and pre-proposal meetings ;
f) Review specifications, bidding documents including addenda, and pre-bid meeting minutes and provide comments related to technical issues;
g) Monitor deliveries;
h) In the course of the procurement process, if complaints are received by the procurement agencies and/or by the World Bank, the consultant shall review the complaint, form an opinion on the complaint and guide the Client in addressing the complaints. ;
i) Carry out any other relevant duties that may be assigned by appropriate authority.

2. Qualification and Experience:
The consultant must have the following qualifications:
a) Graduate/Post-graduate qualification (at least Bachelors in Engineering or Master’s in Meteorology/supply chain management/business administration/commerce/law or other relevant subjects);
b) 15 years of work experience of which at least 10 years should be directly related to the relevant tasks of preparation specifications bidding/ proposal documents (technical part)/ Technical plan, evaluation of bids/ proposals, negotiation of contract awards, and field inspections relating to contract performance from technical side;
c) The expert must demonstrate sound technical expertise in international good Technical practices and have proven track record of providing Technical oversight functions;
d) Knowledge of World Bank/Asian Development Bank or similar multilateral development bank’s Procurement Guidelines;
e) He/ She must have in-depth knowledge of technical, commercial and legal aspects of high value and high risk contracts from technical point of view;
f) Experience of evaluating international competitive bids proposals (technical part) following World Bank Procurement Guidelines is preferred;
g) Multicountry experience in performing Technical activities or Technical oversight activities;
h) Experience in the field of Meteorology will be an added advantage; and
i) Excellent communication and writing skills with higher-level computer skills in Windows operating system (Word, Excel, Access, etc.) and other applications.

5. The consultant will be selected using the Selection of Individual Consultant method in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014).
