INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Currently BRTA has Head Office in Dhaka, 66 circle/field offices and 7 Divisional offices throughout the country. BRTA has been maintaining a true online database of registered motor vehicles and motor driving licenses. Presently 04 (four) IT services are being operated in BRTA for providing IT services to customers. These are:
(1) BRTA-IS;
(2) Motor Vehicle Tax & Fees revenue collection through online banking system;
(3) High Security Smart Card Driving License;
(4) Electronic Vehicle Registration (EVR) System for Retro-Reflective Vehicle Registration Plate and RFID Tags;
The Software and hardware used in the above systems need to be integrated with Enterprise Resource Planning (ERP), Web Portal, IT infrastructure etc. and a newly established "Data Center and Web-Portal System for Digital BRTA”.
The tasks to be performed but not limited to:
1. Maintain, modify/up-grade of BRTA-IS, Database and website(s) and support services;
2. Integrate other software application used in BRTA e.g. MV Tax collection, Smart Card Driving License, Retro-Reflective Number Plate and RFID Tags and migrate the whole system into "Data Center and Web-Portal System for Digital BRTA" project etc.;
3. Install, Maintain and Support Services of Wide Area Network (WAN) and LAN which will keep all Workstations, Printers etc. real time On-line including Connectivity to DMP traffic divisions and other Government departments;
4. Repair, Maintain and support service of existing PC, UPS, Monitor and Printer of all BRTA Offices;
5. Provide, install and maintain Intranet connection at around 70-75 different geographic locations of BRTA offices and LAN/WAN connection to all PCs used in those offices through Fiber optics cable or wireless modem or broadband connectivity, [Minimum 50 mbps Intranet speed for central database connectivity with unlimited volume of transferred data (bandwidth) with dedicated/fixed IP for central database server and minimum 2 mbps Intranet speed for other offices];
6. Provide, install and maintain Internet connection around 70-75 different geographic locations of BRTA offices and LAN/WAN connection to all PC's used in those offices through Fiber optics cable or wireless modem or broadband connectivity. [internet speed Minimum 50 mbps for Head office, Minimum 10 mbps for Divisional offices and Metro Offices; Minimum 5 mbps for circle/field offices with unlimited volume of transferred data (bandwidth) & dedicated IP for central database server];
7. Periodic back-up (incremental and full) [Daily, weekly, monthly & yearly] support in different media (i.e. Portable HDD, DVD etc.) for BRTA-IS, Online Banking data etc. for all kinds of information;
8. Integration of other IT related existing/forthcoming services;
9. Up-grade/Modify existing BRTA-IS Software to introduce on-line application submission module of different citizen services of BRTA as and when required and services described in existing ‘Motor Vehicle Ordinance-1984’, ‘Motor Vehicle Rules-1984’, ‘Motor Vehicle Rules-1940’, ‘MV Tax Act 1932’ and 'Road Transport Act' etc. and develop database software for vehicle emission system, vehicle inspection data from VICs and collection of fine for traffic rules violation;
10. Generate customized reports instantly from database as per requirement of BRTA time to time;
11. Submit of Daily, Weekly & Monthly activity report (Activity/Work Diary);
12. Provide and assign full time professional personnel to BRTA Head Office/ field offices to perform the assignment;
13. Provide theoretical and practical training to nominated/selected officials of BRTA for capacity building after 04 (four) weeks from the commencement of contract. Training should be on Database, Software, Website, Networking interface, Hardware troubleshooting etc. used in BRTA so that they can cope up with it and able to operate the whole system successfully and successfully transfer the whole system with source code at scalable condition at the end of contract so that it can be operated without any trouble.

The firm should have to fulfill the following criteria with supporting document:
1. At least 10 years overall experience of software and website development using following platforms and tools Linux/Windows, Java, JavaScript, ASP, PHP, CSS, Oracle, MYSQL, Microsoft Project, 1-Report, Tomcat etc;
2. Must have minimum 3 years of experience in maintenance and up-gradation of on-line vehicle registration within last five years (provide experience certificate);
3. Must have experience to provide Internet and Intranet service in similar nature of field at least in 20 (twenty) districts within last five years in any Govt. Department/Semi Government Agency/Autonomous body (provide experience certificate);
4. Must have experience of maintenance and up-gradation of LAN & WAN in similar nature of field at least in 20 (twenty) districts within last five years in any Govt. Department/Semi Government Agency (provide experience certificate);
5. Must have experience to assign skilled and experienced manpower designated as Team Leader/System Manager, Network Manager, Database Manager, Web Developer, Network & Hardware Maintenance Assistant and data-entry operator etc. in similar nature of field within last five years in any Govt. Department/Semi Government Agency Autonomous body (provide experience certificate);
6. Must have experience in maintenance of Datacenter, Disaster Recovery Center (DRC), Web-Portal, Database Server, Mail Server, Web Server etc. in similar nature of field within last five years in any Govt. Department/Semi Government Agency/Autonomous body (provide experience certificate);
7. Must have liquid asset or working capital facility, the minimum amount is Taka 10.00 million (In case of Credit facilities, must provide certificate from reputed schedule Bank);
8. Must Provide Client Testimonial as a proof of Real Time/On-Line Vehicle Registration Software/Similar System Development/Customization/Up-Gradation, Installation, Operation, Maintenance including Networking and Hardware Maintenance or similar system in any Government Sector/Semi Government Agency/Autonomous body (provide experience certificate) within last 05 (five) years;
9. Must Provide client testimonial as a proof of Real Time On-Line Vehicle Registration or similar Software running for more than a year within the last 03 (Three) years in any government, Semi-government, Autonomous organization Spread over minimum 20 (twenty) Administrative Districts consisting minimum 100(Hundred) Work stations on Virtual Private Network (VPN) Architecture. The Testimonial must consist with the addresses certified by concern organization where the Software is running;
10. Must provide Certificate as a proof of CMMi Level 3 or above Certification for Software Development Processes to ensure international standard processes and practices are followed in development of Software.
