Brief Description of Assignment: |
The Government of Bangladesh (GOB) has obtained a credit from International Development Association (IDA) towards the cost of Emergency 2007 Cyclone Recovery & Restoration Project (ECRRP) and this credit would be used to prepare the Coastal Embankment Improvement Project Phase-I (CEIP-I).
The main objective of the consultancy services is to prepare a detailed feasibility level CEIP-I and tender designs in first phase and consignment upon the availability of funding and satisfactory outcome of the first phase, the consulting services would be required to continue to the second phase for a detailed design and the project implementation support. The detailed feasibility report includes necessary aspects covering technical, institutional and economic analysis, social/ environmental assessment, procurement and financial management, etc.
The Consulting Services are divided into two phases; Assignment-A is for comprehensive coastal embankment improvement program study for the whole (123 polders) coastal embankment system (CEIP-I), its detailed project preparation studies, and preparation of a detailed design considering climate change scenario specially sea level rise and bidding documents for one/two packages for first years' implementation; and Assignment-B is for construction supervision, project management support and preparation of bidding documents of the remaining CEIP-I works. |

Experience, Resources
and Delivery Capacity Required: |
Details of experience, resource and delivery capacity are furnished in the ToR. Interested consulting firm(s) may obtain ToR & further information from the office of the procuring entity as well as in the BWDB’s official website: www.bwdb.gov.bd. The EoI is also available in CPTU’s official website: www.cptu.gov.bd.
Interested consulting firms are invited to provide information indicating that they are qualified to perform the services. The consulting firms should be experienced and reputed in the similar field. Interested firms should submit the following information in sufficient detail including brochures, description of experience in similar assignments, summaries of firm’s technical and managerial capabilities, availability of appropriate skills among key staffs with short biographies, availability of resources etc. The financial capability should be shown as Financial Turn Over supported by a registered Audit Firm for the last three years. The EoIs would be reviewed on the basis of the following:
• Registration of firm • Availability of key professionals • Availability of resources • Turnover of the consulting firm • Experience of the firm(s) in similar task • Experience of the firm(s) in other works
• Support services of the firm(s). |

Other Details (if applicable): |
The firm(s) may form Joint-Venture, Consortium or Association (JVCA) to enhance their qualifications, but should mention whether the Association is in the form of a “Joint-Venture” or “Sub-Consultancy”. In the case of joint-venture, all firms/entities shall be jointly and severally liable for the entire consultant’s obligations under the contract. But in case of sub-consultancy the lead firm shall sign the contract and shall be liable for the entire consultant’s obligations under the contract. It is preferable to limit the total number of firms including their associates to maximum of four. Special Instructions:
a) Incomplete/ partial EoIs will be rejected b) Interested firm(s) must provide focused information demonstrating that they are qualified to perform the services c) The authority reserves the right to accept or reject any or all the EoIs or annul the EoI process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected application(s)
A consulting firm(s) will be selected in accordance with the procedures set out in the World Bank guidelines for the Selection and Employment of the Consultants by the World Bank Borrowers, October 2006. Interested consulting firm(s) may obtain additional information form the office mentioned below during office hours on Sunday to Thursday.
The Proposals in four sets (1 original+ 3 duplicates) shall be submitted in sealed envelope & delivered to the address of the under signed up to 14-00 hours by 17.05.2009 & clearly marked “Request for Expression of Interest” for the “Consultancy Services for Technical Feasibility Studies & Detailed Design for Coastal Embankment Improvement Program (CEIP)”. (Contract Package No. BWDB/D2.2/S-3). |
