  Implementing Public Procurement Reform  
     
  The aim of public procurement reform is to improve governance in the public procurement area. The reform process will increase efficiency, transparency and accountability in the procurement of goods works and services by the Government ministries, public sector undertakings and other public bodies.  
     
 
Improving Economy and Efficiency
 
 Issue a set of New Rules and Procedures
 
 Review existing rules/manuals/ procedures/practices of various public
   sector bodies in Bangladesh and those of the WB / ADB /UNCITRAL/  UNCITRAL model law and other
   model rules and procedures of development partners.
 Develop a model set of nationally applicable rules/procedures/guidelines
   and manuals after consultation with the stakeholders.

 Ensure issue of Government Order making their use mandatory.
 
 Develop and Introduce Standard Bidding Documents
 
   Review the World Bank, Asian Development Bank and other development
   partners' model bidding documents
 

(i) standard bidding documents for goods, works and services

(ii) proposals for selection of consultants
(iii) evaluation guidelines, hand books, operational manuals
